- 1. ANNOUNCEMENT In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested responders. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the FAA is not seeking or accepting unsolicited proposals. The acquisition strategy for the procurement has not been determined at this time; however, either a full and open competition or a set-aside must be chosen depending on the responses to this Market Survey. All businesses are encouraged to respond. The Principal North American Industry Classification System (NAICS) code for this requirement is NAICS number 238990 (ALL OTHER SPECIALTY TRADE CONTRACTORS) from Category 23 - Construction. The size standard is $15 million. 2. BACKGROUND The Low Level Windshear Alert System (LLWAS) provides windshear alerts to departing and arriving aircraft in and around airports. A properly sited system must accurately detect, identify and locate windshear events, including microbursts, and provide a reasonable estimation of the wind components affecting aircraft performance. As the landscape surrounding these sites has changed throughout the years, the effectiveness of the installed LLWAS has diminished. Since initial installation, airport environments have changed and additional runways may have been added, relocated, or extended to accommodate such changes, additional wind sensors or new placements are needed. Buildings were constructed nearby and saplings grew into trees which in many cases resulted in interference that prevents the LLWAS sensors from gaining true readings of the local wind characteristics. Also a runway was added at Atlanta and St. Louis. Currently there are 49 LLWAS airports operating with wind sensors installed 10-20 years ago. This contract must require manufacture, assembly and erecting the poles and the installation of the associated hardware other than the LLWAS equipment. The installation of the LLWS equipment and the concrete pole foundations shall be provided by the FAA. This effort shall include three installation cases as set forth below consisting of twelve new poles Case A and B, and the removal and reinstallation at the same airport of five existing poles Case C. Case-A: New pole with new foundation (9) - STL #11(140ft), STL #12(140ft), STL #13(120ft), ATL #12(140ft), ATL #13(140ft), ATL #14(150ft), LEX #7(140ft), ORD #7(140ft), MCO #15(150ft), Case-B: New pole with existing foundation (3) - COS #5(100ft), OMA #6(120ft), OMA #7(130ft) Case-C: Existing pole with new foundation (5) - AVL #5(150ft), DAB #4 (110ft), DAB #5(110ft), LEX #2 (80ft), TPA #6(140ft) The Draft Statement of Work (SOW) specifies the support and service required and is attached hereto as Attachment 1. 3. PURPOSE This Market Survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. In order to make this determination the FAA requires the information Section 4 and 5 below from interested responders. 4. CAPABILITY STATEMENT All responders must provide a Capability Statement that addresses the type of services provided by the responder that demonstrate ability to perform the services described in the attached draft SOW. 5. NOTES This Market Survey is for informational purposes only, is not intended to guarantee procurement of the services, and must not be construed as a commitment by the FAA to enter into a contract. The FAA is not liable for costs associated with the preparation, submittal of inquiries or responses for this Market Survey and must not reimburse the responder for costs incurred in responding to this Market Survey. Responses must not be returned. Since this is a sources sought announcement, no evaluation letters and/or results must be issued to the respondents. No solicitation exists at this time.
