Description

The Naval Surface Warfare Center, Carderock Division has a requirement for the purchase of 24 DT-369 Calibrated Reference Hydrophones (CRHs). The sensors are hull mounted outboard instruments installed in multiple locations on submarine platforms and are used in the collection of acoustic data. The proposed purchase order is being solicited on a sole-source basis to Sparton DeLeon Springs, LLC. The proposed action is for the procurement of supplies for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is that as the original equipment manufacturer (OEM), Sparton is the only known vendor for this specialized equipment. There are no other known sources for this procurement. The NSWCCD intends to award a firm-fixed-price purchase order to Sparton using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 23 September 2015. This notice of intent is NOT a request for competitive proposals. However all responses received by 23 September 2015 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based on the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference number N00167-15-P-0213 with any correspondence.
