- Complete bid package, including all attachments (three total) Attachment 3 is required at time of submittal This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number AG-1535-S-15-0001 is issued as a request for quotation (RFQ), and the acquisition procedures at FAR Part 12 and FAR Part 13.5 (Test Program) are being utilized. The Government anticipates this solicitation will result in the award of a Firm Fixed Price Purchase Order. The estimated award date of the contract is September 25, 2015. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 effective 09-03-2015 This is a 100% set aside small business total set aside. The applicable NAICS code is 712190, which has a size standard of $7.5 million. For more information on size standards visit http://www.sba.gov/size The Barton Farm property is Plat 251 Lot 179, 1351 Centerville Rd, Warwick RI and is owned by the City of Warwick. The entire property is approximately 66 acres. The NRCS Wetland Reserve Program (WRP) easement is 30.4 acres (see Existing Conditions Map). The site historically was a dairy farm, but has been hayed in recent years under the ownership of the City. The City of Warwick is the property owner, however, USDA - NRCS owns a Wetlands a perpetual easement on the wetland through the Wetland Reserve Program (WRP). As per the easement language in the Warranty Easement Deed: Part V (Rights of the United States) Section ‘A' (Management Activities). The United States shall have the right to enter unto the easement area to undertake, at its own expense or on a cost-share basis with the Landowner or other entity, any activities to restore, protect, manage, maintain, enhance, and monitor, the wetland and other natural values of the easement area. The United States, at its own cost, may apply to or impound additional waters on the easement area in order to maintain or improve wetland and other natural values.
