Description
***THIS IS A 100% SMALL BUSINESS SET-ASIDE*** The NDANG is looking to expand their Instant Visual Assessment (IVA) for on-base locations. This requirement is for the procurement of five (5) External Pan Tilt Zoom (PTZ) cameras, installation of six (6) External PTZ cameras, one (1) 40" color monitor with Composite Video Input and one (1) multiplexer (up to 32 slots). Six (6) new camera feeds are required. 1 of the 6 cameras is currently mounted and in place at its final location; however, no conduit or wiring is in place to support the functionality of the camera. Five (5) new PTZ cameras are required to be installed / mounted on external building walls or poles ranging in height from 10ft to 35ft above ground. All 6 of the aforementioned external cameras (1 already mounted) will require conduit/power to be installed and ran to the nearest communication room or facility, which are located within close proximity of the locations in which the cameras are to be installed. This will include possible trenching and pulling wire, adding converters, receivers and transmitters, single or dual mode "up to coax" and all associated hardware for the ability and compatibility to perform with our current configuration. The current multiplexer located at the Base Defense Operations Center (BDOC) is near capacity and a new multiplexer is required to be installed for future expansion of the IVA system in place. Additionally, the current multiplexer broadcasts existing camera feeds to a single Pelco 40" color monitor (viewed in "matrix" format). The newly upgraded multiplexer will require the capability for the existing camera feeds and new camera feeds (6) to be ran to two (2) separate 40" televisions. Contractor is required to install one (1) new multiplexer and one (1) 40" color monitor ("hanging" mount) with Composite Video Input. Contractor is also required to configure all camera feeds into the multiplexer and route the images received through the camera feeds to two (2) 40" color monitors with Composite Video Input. Currently, the NDANG is utilizing existing Pelco Cameras, a Pelco CM6800 Matrix/Controller and a DX 8100 Series DVR system. Camera systems and equipment may be brands other than Pelco; however the equipment outlined in this RFQ must be compatible with the current Pelco Camera systems and components. **To gain a full understanding of the total requirement, a site visit may need to be coordinated. Any interested parties MUST have this coordination accomplished and site visit completed by No Later Than (NLT) COB Friday, September 11, 2015. Bids in response to this solicitation MUST be received by Wednesday, September 16, 2015. Failure by any interested party to abide by these strict deadlines for coordination and bid submittal shall deem any quotes received after September 16, 2015 as "non-responsive". No exceptions. Due to inclement weather in this region and the possibility of weather impacting the product installation and performance identified in this RFQ, the desired completion date of this project is November 1, 2015. Any interested party MUST contact the POC for this acquisition, MSgt Brian Erdmann, to coordinate a site visit to be completed NLT COB Friday, September 11, 2015. Requests to coordinate site visits MUST be sent to MSgt Brian Erdmann at brian.l.erdmann.mil@mail.mil. ***Request for Quote Bids (proposals) shall be evaluated IAW FAR Part 15, "Best Value Continuum". Award shall be made to the responsible offeror whose offer best comforms to this Request for Quote, provides the "Best Value", and is most advantageous to the Government (price and other factors considered). The Selected Contractor shall perform the following actions in this project: •· - In accordance with the 119th Security Forces Installation Security Program and AFI 31-101, ALL vendors who require access to the installation shall accomplish a WG Form 31-18 and satisfactorily complete a National Crime Information Center (NCIC) background check for subsequent Contractor Badge issuance. •· - Provide turnkey operation when complete. •· - Provide and Install all PTZ cameras and mounting brackets compatible to the NDANG current configuration. •· - Pull, run, and trench any and all cabling and wiring to include conduit, indoors and outdoors to the nearest communications room or facility. •· - Provide mounts and install 40" color monitor with Composite Video Input. •· - Provide rack mounting for digital video/data compatible to the NDANG current configuration. •· - Provide and install all transmitter/receivers compatible to the NDANG current configuration. •· - Provide all conduit, connectors, and mounting hardware for all equipment for the install •· - Contractor will provide all additional equipment required to complete install, to include but not limited to scissor lifts, trenching equipment, ECT. •· - Contractor must be able to respond within 24 to 48 hours to correct any deficiencies with products/installation under warranty. This SOW anticipates the US Government will provide the following collateral Support: •· - Provide Storage and Staging area space for project materials and parts •· - Provide access to work areas with pre-arranged installation schedule. •· - Provide placement and a clear plan for material installs to include maps for coverage areas. •· - Provide access to 120v power for all components requiring power. •· - Provide Fiber connection to and from the nearest Comm Facility to 119 th BDOC.
