- Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, NB672010-15-03147, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. The associated North American Industrial Classification System (NAICS) code for this procurement is 334515, with a small business size standard of 500 employees. This is unrestricted and all interested parties may submit a quotation. It is being issued using the simplified acquisition procedures under the authority of FAR 13.5 Certain Commercial Items. This combined synopsis/solicitation is for the following commercial item(s): CLIN 0001: One (1) Microwave Calibration Target Standard Description of requirements for the items to be acquired for National Institute of Standards and Technology's (NIST) Division 672: Two high-performance broadband passive microwave calibration sources will be constructed to act as NIST primary standard for free-space microwave brightness temperature calibration. Lack of a national microwave brightness temperature standard has consequences in long-term data records for climate-related remote sensing instruments. NIST maintains national radiance standards for infrared, visible, and ultraviolet parts of the spectrum but not for microwave. Use of a standard source reduces the resulting calibration uncertainty compared to using the existing NIST standard radiometers. Many space-borne calibration sources employ a square pyramidal array geometry to achieve high emissivity. This geometry exhibits large surface temperature gradients because of the large distance between heater and pyramidal tips. The pyramidal array design also has a narrow frequency range of optimal performance dependent on the dimensions of the pyramids. A large circular cone structure is proposed as the optimal geometry for a lab-based, non-polarization-dependent, variable temperature microwave calibration source. The optimal cone angle and absorber material layering design were studied in detail. The temperature gradients on the proposed design geometry were also computationally simulated. By simulating the microwave emissivity and physical temperature of the design, we have calculated the brightness temperature that is expected to be measured by a specific horn antenna. Similar to other microwave calibration sources, the main goals and tradeoff of this design were minimization of temperature gradients and maximization of microwave emissivity. The Contractor shall provide all components for one (1) Microwave Calibration Target Standard that meets the minimum technical requirements per the attached Statement of Work. Warranty: The Contractor shall provide a one-year warranty on all parts, beginning the day of equipment acceptance. The warranty will cover the mechanical integrity of the item and guarantee against changes in the electromagnetic characteristics over time. Period of Performance: The period of performance shall be 6 months after receipt of order. Place of Performance: All work shall be completed at the Contractor's facility. Contractor will allow visual inspection at the manufacturing facility prior to delivery. This will allow for education on the manufacturing process and provide clarity on how the requirements were achieved. This check will be at the expense of NIST. Performance Requirement Summary: The Contractor shall demonstrate that all performance standards in this statement of work have been met. BASIS OF AWARD: Award shall be made, if at all, to the responsible offeror whose offer conforms to the requirements of the solicitation, representing the best value to the Government considering the Government's evaluation of the following factors: (1) Technical Approach, (2) Relevant Past Performance, and (3) Price. The above evaluation factors are in order of most important (Technical Approach) to least important (Price). All evaluation factors other than price combined are significantly more important than price. The importance of price in the evaluation will increase with the degree of equality among quotations of the non-price factors. Technical Approach: NIST will evaluate the extent to which the offeror's proposal meets the minimum requirements in the SOW, and the extent to which the proposed solution exceeds the SOW in the following areas: Quoters must describe in detail their approach to each to the tasks required under the Statement of Work including the phasing of tasks and the scheduling of time and personnel. The technical portion of the Quoter's proposal will be the most important consideration on the award of the order. Specific statements of any interpretations, limitations, qualifications, deviations, or exceptions to the technical requirements of this project should be included in the technical proposal. The discussion of the Quoter's technical approach should be thorough yet succinct. Excessively lengthy discussions are discouraged; the Quoter's mastery of the subject matter will be evident by the cogency of the argument presented. Statements to the effect that the Quoter understands and will comply with the Statement of Work in whole or in part, phrases such as "standard procedures will be used" or "well known techniques will be utilized" and generalities of textbook theories and techniques will not constitute compliance with the requirements concerning the content of the technical proposal. It is essential that the Quoter present in his/her proposal, information in sufficient detail so as to permit the Government to make an evaluation of the technical proposal without further information being required from the Quoter. Quoters are encouraged to propose innovative approaches to implementing the tasks and to achieving the requirements. Relevant Past Performance: The Government will evaluate the offeror's past performance information to determine its relevance to the current requirement and the extent to which it demonstrates that the offeror has successfully completed relevant contracts in the past five years. In assessing the offeror's past performance information, the Government will evaluate, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of services, and customer satisfaction. Evaluation of this factor will be based on information contained in the technical portion of the quotation and information provided by references. The Government may evaluate past performance information by contacting appropriate references, including NIST references, if applicable. The Government may also consider other available information from sources other than those described by the Contractor in its quotation, e.g. Past Performance Information Retrieval System (PPIRS) and any other reference information the Government obtains on its own. If the Contractor has no relevant past performance information, then the Government will assign a neutral rating. In this context, "relevant" is defined as project scopes that are similar in technical scope and complexity. The relevant projects shall include manufacture of black body sources or targets for use with microwave radiometers or within a research environment within the commercial, government, or educational institute sectors. Relevant projects shall have been completed in the past five years. Price: Each quote must be submitted in the format given in the Schedule. Each Quoter's price proposal must be based on the Quoter's own technical proposal, the Government's specifications, and other contractual requirements. If the prices are based on a published price list, or catalog, the Quoter shall so state, and provide a copy of the document with their pricing proposal. If the prices are to be based on established market price(s), not otherwise published, or are prices applicable only to the proposed contract, the Offeror shall so state. The Government expects that this order will be awarded based upon adequate price competition. However, in order to determine the prices to be fair and reasonable, the Government reserves the right to request the Quoter provide cost breakdown to support proposed prices. Information to support unit prices should include, but are not limited to, the following: (1) Salary/wage information with associated payroll expenses, for personnel to be used in performance of the contract; (2) Cost for equipment, supplies and consumable materials; (3) A breakout of related support costs, such as equipment maintenance, mailing, telephone, etc; (4) Overhead costs; (5) General and Administrative expenses; and (6) Profit Although price is the least important evaluation factor, it will not be ignored. The degree of importance of the proposed prices will increase with the degree of equality of the quotations in relation to the other factors on which selections is to be based. In addition to information required in the Evaluation Criteria section of this document, all quoters shall submit ALL of the following: 1) One (1) copy of a quotation (including FOB Destination pricing); 2) Technical description and/or descriptive product literature; 3) Description of warranty; 4) One (1) copy of the most recent (relevant portions) of published price list(s) (if available); 5) Completed Representations and Certifications; and The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the schedule. If more than one container is required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2" and the boxes, where feasible, should be taped or shrink-wrapped together as an issuable unit. The contract number and CONTRACT LINE ITEM NUMBER (CLIN) OR ORDER ITEM NUMBER shall be placed on the exterior of all containers.
