This is a market survey for rodent elimination and mitigation applicable to the Mobile Surveillance Capability (MSC) program in support of Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). The CBP Tucson Sector MSC program is experiencing pack rat infestation under the hood, in the cab, and in the generator insulation pack of MSC units. This infestation has resulted in significant damage to the wiring of the Ford F-450 chassis resulting in several MSC units being out of commission while repairs were completed. The contractor shall provide subject matter expertise to determine the best path forward to mitigate and eliminate the pack rat issue in order to reduce the operational impact of non-mission capable units. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor's expense. Since the deployment of MSC units in 2012, there have been many incidents that indicate that the pack rat problem is becoming worse in the MSC units. Evidence of pack rat activity in the generator insulation as well as significant damage to the wiring of the Ford F-450 chassis has placed several trucks out of operational status while repairs were completed. This damage has proven to be very costly to repair since Tucson Sector garage requires vehicles having evidence of rat infestation be taken to the local Ford dealer due to the lack of proper sanitation equipment and the difficulty of accessing the area that collects the debris. Due to the design of this engine, the exhaust exits at the top of the engine near the firewall, under the intake plenum. Under normal vehicle load, the exhaust components can exceed 1,500 degrees. This is the area that the rodents utilize the most as there is a natural void in between the exhaust manifold and the intake plenum. Due to the location of this void, it is very difficult to detect debris in this area even with a thorough inspection, and even more difficult with a quick once-over visual inspection conducted by a field agent. Even if a visual inspection reveals debris, it is nearly impossible to remove all of the debris without removing motor components. Several attempts have been made (without any measurable success) to mitigate and eliminate the pack rat infestation to include: a) Keeping the truck hood opened b) Placing melted soap in and around the engine bay compartment c) Using commercially available poison bait blocks d) Using commercially available sticky traps e) Using commercially available mechanical traps f) Using commercially available deterrent powders g) Using commercially available electronic Light Emitting Diodes (LED) devices At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest, and capabilities from all businesses that are interested in and capable of mitigating and eliminating the pack rat infestation issue that is impacting MSC operations. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICS Size Standard 561710 $11.0M The contractor will supply personnel and resources necessary to mitigate and eliminate the MSC pack rat infestation issue. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The FAA requires the following (limited to 15 pages) from interested vendors: 1. Capability Statement - This document should identify: - Type of supplies and services provided by your firm - Size and type of supplies/services provided by previous contracts (elaborate and provide detailed information and past performance) - Number of years in business 2. Clearly state whether or not you can provide all of the types of supplies and services required and if you can supply them to the CBP Tucson Sector area. 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. All responses to this market survey must be received by 4:00 p.m. CDT, 16 September 2015.
