- This synopsis serves as notice that the Air Force plans to solicit a proposal on a sole source basis from incumbent Rylex Consulting, LLC for an extension and increase of services on contract FA8201-15-C-0003 (Information Technology Consolidated Bridge Contract) while a follow-on contract is being procured. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. IAW FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and 10 USC 2304(c)(1), Hill Air Force Base contemplates the modification of the subject contract to include and exercise FAR clause 52.217-8 as well as the increase in number of eTool devices to be supported. The option to extend services will be for a period of not to exceed six (6) months and will be to the incumbent Rylex Consulting, LLC. The increase to contemplated services will be made under Client Services (PWS reference 1.8). The number of devices to receive eTool support will increase by approximately 800 devices. This procurement is necessary as the current contract is scheduled to expire on 30 September 2015 and the follow-on contract is currently delayed due to an inadequate allotment of funding and will not be accomplished before the current expiration of this contract. The current contractor possesses the required experience, based on supporting operations for the entire duration of the program, to ensure mission success while the follow-on contract obtains funding. IAW FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", Rylex Consulting, LLC is the only source capable of providing the necessary continuation of these services without causing a significant break in support. It is impossible for another contractor to assume the ongoing workload without a transition period which would cause unacceptable delays in completing or continuing tasks.
