- Purpose of this change is to clarify how quotes will be accepted. Quotes can either be sent by email to stephen.a.shanks2.mil@mail.mil or delivered/mailed to 187th Fighter Wing Contracting Office, Bldg 1502, 5187 Selma Highway, Montgomery, AL 36108. FAXED SUBMITTALS WILL NOT BE ACCEPTED. The 187th Fighter Wing (FW) Base Contracting Office intends to solicit and award a firm-fixed price contract for a contractor to provide all labor, equipment, materials, transportation and any other items or services necessary to remove the existing outdoor Mass Notification System (MNS), also known as the Giant Voice (GV); engineer, design, and install a new outdoor MNS to the 187th FW, Montgomery, Alabama in accordance with the attached Statement of Work (SOW). This is a combined synopsis/solicitation for commercial items prepared under Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined Procedures, and the procedures in Subpart 13.5 Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quotation numbered W912JA-15-R-0029. The North American Industry Classification System (NAICS) code for this acquisition is 238210 with a size standard of $15,000,000.00. This is a 100% total small business set aside; please identify your business size in your response based upon this standard. In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made to the lowest priced offer that meets the minimum requirement or presents the best value to the government. Offer will be evaluated in accordance with FAR 13.106-2(b). Offerors must submit a quote for the item listed as well as complete the required documentation. Partial offers will not be considered for award. 1. Item: CLIN 0001 Description: Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to remove existing, install, configure and implement a Mass Notification System at the 187th Fighter Wing, 5187 Selma Highway, Montgomery, Alabama in accordance with the attached statement of work. Quantity: 1 Unit: Job Price: Offerors must provide, with their offer, a breakout of the individual components, equipment, materials and labor/installation to include manufacturer and P/N of the equipment being proposed. In accordance with, FAR 52.212-1(b)(4), offerors are reminded that as a minimum, offers must show a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. Quoted price should include FOB Destination and be valid at least through 30 September 2015. Required delivery date is no later than 180-days after receipt of order. Expedited delivery schedules accepted and encouraged. SITE VISIT: A site visit will be held on 3 September 2015 at 1000 or 10:00 AM (local) at Building 1109, Communication Flight, classroom, 187 FW, 5187 Selma Highway, Montgomery, Alabama, 36108. All contractors participating in Site Visit will provide the following items 2 days prior to 3 September 2015: Full Name, Social Security Number, and Date of Birth. Upon arrival present a Valid Driver's License, Proof of Insurance, and Vehicle Registration. Email to Stephen.a.shanks2.mil@mail.mil.
