Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, NB688000-15-03791, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84. The associated North American Industrial Classification System (NAICS) code for this procurement is 334510, with a small business size standard of 500 employees. This is a Brand Name or Equal, total small business set-aside. It is being issued using the simplified acquisition procedures under the authority of FAR 13.5 Certain Commercial Items. This combined synopsis/solicitation is for the following Brand Name or Equal commercial item(s): CLIN 0001: One (1) Toptica DLC DL Pro Laser System with FALC 110 Electronics Description of requirements for the items to be acquired: National Institute of Standard and Technology's (NIST) Atomic Devices and Instrumentation Group performs atomic clock research using stabilized lasers. This acquisition is for the purchase of a narrow linewidth laser system with a broad wavelength tuning range that spans both the D1 and D2 wavelengths of Rb. The linewidth specification of < 100 kHz is narrower than other lasers currently in NIST's laboratory. Combined with the electronic signal delay of <15 nm, NIST expects to achieve a higher percentage of power in the coherent carrier for our phase-lock loop with this new system. TECHNICAL SPECIFICATIONS: The Contractor shall provide one (1) Toptica DLC DL Pro Laser System with FALC 110 Electronics, or equivalent as described below. The extended cavity laser system must meet the following specifications: • Extended-cavity laser system • Output power of 100 mW at 780 nm • Line width <100 kHz. • Tuning range from 765 - 805 nm • Optical Isolator included with >60 dB of isolation • High-bandwidth frequency locking electronics, including a PID regulator with < 15 ns signal delay, two high-speed differential inputs, and a low-voltage output for fast current control • The extended cavity laser system with all electronics is required to power the laser and stabilize its frequency. Key Areas of Importance: The three key areas of importance for this purchase are that the laser have a linewidth of less than 100 kHz, output power of at least 100 mW, a tuning range spanning the D1 and D2 lines of Rubidium, and high-speed feedback electronics with <15 ns signal delay. Technical Considerations: The most important technical considerations are the tuning range from 765 - 805 nm, linewidth specification of < 100 kHz, and the < 10 ns signal delay for the locking electronics. Government Furnished Property Or Information: The laser will be used in conjunction with a home-built laser as part of an optical phase-lock loop. Inspection and Acceptance: The laser will have <100 kHz linewidth and 100 mW laser output power at the center of the tuning range centered on 780 nm. The required delivery is 12 weeks After Receipt of Order (ARO). FOB Destination for delivery is NIST, 325 Broadway, Boulder, CO 80305. Delivery point of contact will be provided upon award. Please note shipping information will be provided by NIST at time of Award. BASIS OF AWARD: Award shall be made to the lowest priced, technically acceptable quoter. This will be a firm fixed price purchase order to the responsible contractor submitting a quote that meets all of the requirements of this RFQ and who has the lowest price. TECHNICAL CAPABILITY: Evaluation of Technical Capability will be based on the information provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. PRICE: Price shall be evaluated for reasonableness. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.
