Description
Annex A - Bonneville Site Access Solicitation W9127N-15-Q-0058 The U.S. Army Corps of Engineers (USACE) - Portland District located at 333 SW 1st Avenue; Portland, Oregon 97204, is issuing a solicitation for Escalator Repairs at the Washington Shore Visitor Orientation Building at Bonneville Lock and Dam - Cascade Locks, OR. THE WORK CONSISTS OF: Contractor shall replace handrail chains on Escalators #01-P2-15 and #03-P2-17 and replace a step chain and handrail chain on Escalator #02-P2-16. Contractor shall then conduct performance testing on each escalator, in accordance with the manufacturer's recommendations, and return the escalators to service. Prior to final acceptance and after performance testing has been completed, the Contractor shall perform safety inspections and tests for each of the three (3) escalators, as required by ASME A17.1 and A17.2. All three (3) escalators were manufactured by Otis in 1982, and are 48" J-Type. To qualify and be considered responsive, Vendors shall submit the following with their quote: 1) Vendor's applicable State of Oregon or Washington License to perform elevator / escalator installation and repair and 2) Vendor's proof of being licensed to perform such repairs, for the past five (5) years. Failure to provide this information prior to the closing of the solicitation (Block 8 of the SF 1449) will result in the quote being nonresponsive. The solicitation, specifications and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) on or about 10 September 2015, with an anticipated proposal due date of 21 September 2015. In order to view these documents, prospective offerors are required to self register their firm with FBO (Go to http://www.fbo.gov and ‘Register Now' under ‘Vendor / Citizens'). Registrants are responsible for the accuracy of the information on the registration list. The anticipated award date is on or about 25 September 2015. The period of performance of the resulting contract will start on or about 30 September 2015 and will require completion no later than 30 November 2015. The contract will be awarded to the responsive, qualified Offeror providing the lowest price in accordance with FAR 13.106-2 (Evaluation of Quotations or Offers). This is an unrestricted procurement. The applicable NAICS code is 238290 (Other Building Equipment Contractors) with a Small Business Size Standard of $15 Million. All responsible sources may submit a quotation which shall be considered by the Portland District. SITE VISIT INFORMATION: An organized site visit has been scheduled for the Visitor Orientation Building Escalator Repairs on 15 September 2015 from 1000 to 1200 hours (Pacific Daylight Time). Location of the site visit will be the Washington Shore Side of the Visitor Orientation Building at Bonneville Lock and Dam. Refer to Paragraph 8.4 of the PWS for detailed directions. In order to participate in the site visit, you must e-mail the Contract Specialist, Mr. Michael Stearns (michael.d.stearns@usace.army.mil), and Bonneville Lock and Dam, Mr. Roger James (roger.l.james@usace.army.mil), and provide the following information for each attendee: - Name of company; - Role(s) company plans on providing for the contract (Prime Contractor, Subcontractor and/or Supplier); - Name and title; - Phone number and e-mail address; - Date and place of birth; and - Any other information possibly needed for security purposes. If a foreign national wants to attend the site visit, in addition to the requested information above, please provide the following: - Color copy of passport's cover and information page; and - Color copy of Visa(s), if applicable; and / or - Color copy of permanent resident card (Green Card), if applicable. Minimum information, listed above, must be provided by 1400 hours (Pacific Daylight Time) on 14 September 2015. Anyone not on the approved list prior to the start time of the site visit will not be allowed to participate.
