- This is a Special Notice of intent to procure Sea Bird Trawl Bycatch Data Analysis for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Resource Ecology and Fisheries Management (REFM) division located in Seattle, WA on a sole source basis with Oregon State University. The Government intends to acquire services using FAR Part 12 & 13, Simplified Acquisition Procedures estimated not to exceed $100,000.00. The proposed vendor shall perform the following tasks: 1. Examine the data collected during 2010-2014 and provide advice on any changes in protocols needed to improve data collection methodologies. 2. Produce a plan for how the data will be analyzed and what specific products will result. 3. Compile data and summarize by fishery elements and sectors (gear, processing mode, vessel size, etc.). 4. Develop methodology (statistical algorithms) to use observer sample data of additional mortalities to extrapolate to fleet-wide and sector-specific estimates of total seabird bycatch. 5. Produce an annual fleet-wide estimate of seabird mortality using all sources of data, for the 2010 through 2015 seasons 6. Make recommendations on how seabird mortality data from outside the standard sample can be extrapolated to fleet-wide estimates, preferably with processes similar to the Catch Accounting System. 7. Submit a draft ms to the government, expected to yield at least one peer-reviewed journal article, on the 2010-2015 estimated bycatch in the trawl fleet. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately October 1, 2015 through June 2018 with two (2) options. The NAICS code for this procurement is 611310 with a corresponding size standard of $27.5M. This Special Notice is not a request for competitive proposals; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than September 24, 2015 at 10:00am PDT Seattle, WA. Responses shall be e-mailed to Mona.M.Ash@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM).
