- Description
- NASA/JSC has a requirement for an annual web-based subscription system for login credentials for up to 25 users and a combination of up to 100,000 texts, phone minutes, and alerts. This system will interface with current OEM equipment to allow for the rapid delivery of critical information in emergency situations. This includes a dashboard interface, Collabria ACE Radio IP Gateway, and Additional Cables for Radio Interface Gateways. NASA/JSC intends to purchase the items from ReadyOp Communications, Inc. on a sole source basis as it has been identified as the only vendor capable of providing services that meet the requirement. This system is already used by the State of Texas and other local community partner municipalities allowing for interoperability between JSC systems and local community/county partners which an alternate solution could not provide. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
