- The Naval Research Laboratory (NRL) intends to negotiate with Specialty Products Inc., on a sole source basis.A study was performed by NRL to identify a new coating that would enable protection for the exterior modular walls exposed to corrosive environments. The external walls are a composite system which incorporate two separate steel plates with an insulating polymer in between. Due to internally generated vibrations within the structure, the vibrations will propagate to the composite walls causing motion within the two steel plates. The relative motion of the two external plates causes traditional paints and coatings to fail through cracking where minimal elongation of the coating is allowed. The crack locations enable exposure of the steel to the elements causing corrosion. An investigation was performed to identify coatings that will enable protection from corrosion and provide high elongations. Within the study polymers including marine paints, epoxy paints and polyureas were studied. As a result, it has been determined that Specialty Products Inc. is the Only One Responsible and no other supplies or services will satisfy agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. Section 2304 (c) (1); Only One Responsible Source. This notice of intent is not a request for proposal. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within 15 days will be considered by the Government. All responses and requests for further information shall be submitted via email to the Contract Specialist, Lorenza Barnes at lorenza.barnes@nrl.navy.mil Telephone requests for additional information will not be honored. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
