- Sole Source Justification The Western Area Power Administration (Western), Rocky Mountain Region (RMR) intends to acquire on a Sole Source basis, inspection and repair services to water pipes leading to the Liebert process coolers in the communication and computer room at the Loveland, Colorado facility, from CMS Mechanical Services, Inc. (CMS), 609 Technology Circle, Suite A, Windsor, CO 80550 under the authority of FAR 6.302-1, Only one responsible source, and no other supplies or services will satisfy agency requirements. A copy of the Single Source Justification is attached to this Notice. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received by 3:00 p.m. (MDT) September 16, 2015, and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Questions concerning this notice may be directed to Carol L.
