Description
UPDATE # 1 (10 SEP 2015): This update to the presolicitation notice hereby notes that after consultation with the Small Business Administration (SBA) and per FAR Subpart 19.203(c), the acquisition strategy for this solicitation will no longer be a total small-business set-aside. The strategy now is to pursue a sole-source 8(a) procurement. As a part of the market research previously conducted, a capable 8(a) firm has been found and a solicitation will soon be issued to that firm. Thank you to those firms who participated in the market research and apologizes for the delays in updating this notice. If you have any questions or concerns, please contact the Contracting Officer. ORIGINAL (30 JUL 2015): This presolicitation notice is hereby posted to advertise the upcoming solicitation HSCG23-15-Q-MSR083. This solicitation should be published to FedBizOpps in early August, most likely around Thursday, August 6th. The Statement of Work (SOW) for this solicitation will be similar (but not identical) to the draft SOW attached to the Sources Sought Notice HSCG23-15-I-MSR083. Please review that notice and its draft SOW to become apprised of the requirements in the upcoming solicitation. One major change between the Sources Sought Notice and the solicitation will be the length of the base period. In the Sources Sought Notice, the base period was expected to be one year. In the solicitation, the base period will now be six months. The option period of up to six months (via FAR 52.217-8, "OPTION TO EXTEND SERVICES") will remain the same. In response to the solicitation, the USCG is looking for companies that have: (a) A general knowledge of operations in U.S. ports in the Atlantic, Pacific, and Gulf of Mexico coasts, along with the Great Lakes and inland waterways, (b) Expertise in acquisition, compilation, and analysis of transportation data at international, national, and metropolitan levels, (c) A specialized capability to analyze economic activities and their related supply chains in major U.S. ports, (d) A capability to provide survey information on ports to identify both maritime and shore-based activities (along with the ability to analyze the inter-industry connections between the marine transportation sector and the ports), and (e) The ability to support data calls and database queries to assist in USCG analyses.
