Description
The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dockside repairs to NOAA Ship OREGON II. The OREGON II is 170 feet long overall, and its home port is Pascagoula, MS. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Bow and Stern Deck Covering Renewal; Boiler Renewal; Doors, Scuttle and Hatch Maintenance; Ship Service Air Compressor Installation; Aft Steering Hinged Deck Plate Installation; Engine Room Deck Steel Replacement; Place Tugger Winches on Main Hydraulics; Flushing Water Tank Renewal; Renew 01 Level, Bridge and Washroom Decks; Miscellaneous Aluminum Replacement; Overhaul Ship's Whistle; Overhaul Deck Equipment; Clean Main and Emergency Switchboards; Install Cabinets in Weight Room. OPTION ITEMS: Grey Water Pump Control Renewal; Boiler Installation; Net Stores HPU Cofferdam Installation; Fuel Tank Vent Cofferdam Installation. The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 67 calendar days, with a start date on or about January 9, 2016 and a completion date on or about March 15, 2016. Place of performance shall be at the ship's homeport located in Pascagoula, MS. The date, time and place for an inspection of the ship is October 6, 2015 at 9:00 A.M. (local time) at the NOAA Gulf Marine Support Facility, 151 Watts Avenue, Pascagoula, MS 39567. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. Brian L. Kelly, on or before noon on October 5, 2015 at 228-769-1155 or 309-643-9012 or by Email at brian.l.kelly@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the facility. This procurement is unrestricted. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. The RFP will be issued on or about September 25, 2015 with proposals due on or about October 28, 2015. The anticipated award date is December 8, 2015. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer. All responsible sources may submit an offer, which shall be considered by the agency.
