Description
Statement of Work DLA has a requirement for a Price Research Decision Support Tool intended to be a decision support tool to assist DLA Acquisition Specialists and Contracting Officers in determining the fair market price of item requirements. As a decision support tool, the Price Research Decision Support Tool will be used to enhance the effectiveness and efficiency of buyers conducting Price Analysis per FAR 15.404-1(b) to determine the reasonableness of the proposed price for items. In particular, the tool will be used to support items where the determination of "fair and reasonable price" may be difficult for the DLA buyer, such as limited-source items, items with outdated past purchase history, or without adequate price competition. The objective is to acquire 600 concurrent user software licenses for a Price Research Decision Support Tool as well as all associated maintenance for the initial base-year period of performance and two one-year options. The customer requests the ability to perform limited-duration (six months) validation test. The testing shall enable select DLA buyers to evaluate whether the decision support tool performs as needed. The pool of license used for this test shall be 120 licenses (20%), of the total requested licenses. After this initial validation test the customer requests the ability to perform extended-duration (six months) validation test after verification of the Section 508 compliance. The testing shall enable a larger select group of DLA buyers to evaluate whether the decision support tool performs as needed. This is the additional 480 licenses activated in testing pool bring the total to 600, to ensure the online tool system can manage the full load of licenses and help support. The option years will allow for the continuation of user-maintenance agreements for the 600 concurrent users. Maintenance will include fixes and upgrades to current functionality and future functionality. Support includes customer support via telephone, email, and through an online Help Menu. The Price Research Decision Support Tool shall be a decision support tool to assist DLA contracting personnel in evaluating the price reasonableness of vendor quotes for repair parts in the context of the current market. The underlying process in the Price Research Decision Support Tool for Price Decision Support is a function of data preparation, model generation, model selection, and price evaluation. Combining all of these capabilities allows DLA users to more closely align customer needs, management goals, and employee efforts to significantly improve support to the warfighter, while dramatically reducing costs. This requirement will have a six month Base Period, a six month Option Period, and two twelve month Option Periods.
