- The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with The Financial Times, Ltd for the purchase of site-wide access to FT.com online. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are electronic access to the Financial Times which covers domestic and international news, editorial commentary on politics and economics from FT journalists and opinion pieces from globally renowned leaders, policymakers, academics and commentators. The publication also includes financial data and news about companies and markets. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
