- SCHEDULE B AND ATTACHMENTS NOTICE TO OFFEROR(S)/SUPPLIER(S): 1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation SPE601-15-R-0318-0001 is being issued as a Request for Price and Technical proposals. All responsible sources may submit a proposal. The Government intends to award a 5 year requirements type contract to the responsible offeror with the lowest total evaluated price for the designated group of CLINs and/or customer locations. 5. This combined synopsis & solicitation notice is a request for competitive quotations. All capability statements or quotations received prior to the proposal due date will be considered. The proposal due date is 13 October 2015 at 1:00PM CST. See page 2 of 18 on the attached schedule B of this notice. 2. This acquisition is a full and open competition in regards to size standards. The applicable North American Industry Classification System (NAICS) code is 325120 Industrial Gas Manufacturing. This procurement will be used to establish a five (5) year firm fixed price requirements type contract. FAR Clause 52.212-3 Offerors Representations and Certifications - Commercial Items, 52.212-4 Contract Terms and Conditions - Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items are attached either by reference or in full text. 3. The Government contemplates an award of a Firm Fixed Price Requirements contract resulting from this solicitation. This requirement will be for full and open competition, there is no small business set-aside. 4. The contractor shall provide all product, supplies, management, tools, equipment and labor necessary for the delivery of Gaseous Argon into Government-owned cylinders, and for the maintenance, recertification and storage of the Government owned cylinders and related equipment. 5. Offerors are required to provide pricing on the attachment titled, "Schedule B" and fill-in all applicable clauses. 6. Scheduled B is attached to this notice, and in turn, all applicable clauses and attachments are attached at the end of Schedule B. 7.
