Description
NASA/JSC has a requirement for a New WAVE 5000 System to provide a scalable, enterprise-wide push-to-talk system that is capable of operating simultaneously on multiple broadband networks and mobile devices, to include: carrier agnostic two-way radios, smartphones, laptops, landlines, tablets, and ruggedized handhelds, to allow for critical, time-sensitive information to be delivered between emergency operations personnel. The equipment will be required for installation at the Office of Emergency Managements (OEM) Emergency Operations Center (EOC) that performs Dispatch Operations 24/7/365. NASA/JSC intends to purchase the items from Motorola Solutions on a sole source basis. Motorola Solutions is solely compatible with JSC's Motorola Model APX 6000, 6500, and 7500 devices. Additionally, there is no single point of failure in the system. The system architecture allows the system and all client applications to continue to function in the absence of centralized management servers. The system continues to run for up to 30 days if endpoints are not able to connect to management servers. Thus, the recommendation is to have a sole source procurement with Motorola Solutions as they are the only vendor that can fill the government's need. Extensive time and additional expenses would be required for NASA JSC to procure another Wave System. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
