- Draft RFP Cover Letter Draft RFP The Department of Homeland Security, U.S. Customs and Border Protection (CBP) is interested in receiving feedback from interested contractors regarding the draft Request For Proposal (RFP) for the Multirole Enforcement Aircraft (MEA). Please see attached Draft RFP Letter for additional details. Contractors who wish to respond to this draft RFP shall do so via email.
