Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12-6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-50, effective May 6, 2011. Interested vendors must submit all questions concerning this solicitation in writing to Mr. Michael Lamb at Lamb.Michael@dol.gov. Questions should be received by September 11, 2015 1:00 pm (est). Any responses to questions will be made in writing, without identification of the questioner; and will be included as an amendment to the solicitation. The US Dept of Labor/OCIA Division has a requirement for web-accessed Federal Legislative news and Tracking Systems Subscription Services for up to eight users. All responsible vendors shall provide a quote in accordance with the Statement of Work (SOW) provided in the solicitation. Period of Performance: Subscription services request from September 30, 2015 through September 29, 2016. Evaluation Criteria: The government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation, conforming to the solicitation, results in the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: Technical Capability and Price. In determining the best value, preference shall be given to the subscription services that exceed the minimum requirements indicated in the SOW. Specifically, the following Factors will be evaluated by the government: Factor I: Technical Capability Subfactor A: Ease of Use Subfactor B: Propose a method of providing searchable databases of a broad range of weekly and daily in-depth news and analysis of key issues and trends in Congress and industry (including at a minimum news and events related to budget, health care, broker/dealer, tax, labor, finance Medicare, pensions, employee benefits, and securities regulation; and a daily report for executives). Factor II: Price Prices shall be evaluated for fairness and reasonableness, consistent with the contractor's technical submissions. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items including subparagraphs: 52.219-28 Post-Award Small Business Program Re-Representation; 52.222-3, Convict Labor; 52.222-19 Child Labor - Cooperation With Authorities And Remedies; 52.222-21, Prohibition of Segregated Facilities; 52-222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-1 Buy American Act - Supplies; 52.223-18, Contractor policy to ban text messaging while driving; 52.225-13 Restriction on Certain Foreign Purchases; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. Department of Commerce Agency-Level Protest Procedures Level above the Contracting Officer is also incorporated. It can be downloaded at www.nist.gov/admin/od/contract/agency.htm. Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotes shall be received via email to: lamb.michael@dol.gov not later than September 15, 2015, 11:00 AM local time, at Office of Procurement Services/USDOL, 200 Constitution Ave., N.W., S-4307, Washington, D.C. 20210; Attn: Mr. Michael Lamb. E-mail quotes ARE acceptable. Fax quotes will NOT be accepted. Quotations shall not be deemed received by the Government until the entire quotation is entered into the e-mail address inbox set forth above. STATEMENT OF WORK Service Description: Contractor shall provide web-accessed services under one link to service 10 users with a specified username and password that will be available 24/7. This Federal Legislative News & Tracking Systems Subscription must be continually updated with major congressional and legislative updates. Access will be unlimited to include all vital information and everything going on congressionally about every active committee and subcommittee. All vital information should include but not be limited to agendas, witnesses, and bill numbers; contact with every active committee to detail listings and timely updates on scheduled floor committee and subcommittee hearings and actions shall also be readily available. The contractor shall also provide at no additional cost custom requests for specific congressional documents including amendments and their disposition; summaries and analysis of bills at all stages of the legislative process; floor and conference committee information as well as daily summaries and alerts on all legislative issues current and archived from previous sessions of Congress. The contractor shall also provide on-site, in-depth training on an as needed basis as well as telephone assistance and/or telephone training during normal business hours to include technical advice and a client liaison. The following minimum requirements must also be met with unlimited access: • Online daily access to several different subscriptions through one link with a password for each username up to 10 users. The different subscriptions to be made accessible will include: • Comprehensive Legislative Search and Alert features • Bill Pages that include full text of legislation, a timeline of legislative activity, CRS Summary, CBT Cost Estimate, Congressional Committee Reports, Legislative analysis, Real Time floor updates on the bill, floor and committee amendments • Congressional Research Services Reports that are searchable and fully alertable via email • Profiles of Members of Congress, Congressional Committees, Congressional Caucuses, Executive Agencies, governors, and State Elected Officials • Profiles of Congressional Districts and States that include business data, demographic information, government contracts from that state or district, election histories, and state level elected officials • Directories of Congressional Staff, Executive Agency Staff, Private Government Affairs Staff, and White House Staff • Hearing transcripts from Congressional Committee Hearings, as well as transcripts from news shows and other events where policy makers speak • Searchable Federal Contributions Database • Searchable Federal Regulations Comments • Congressional, Executive Agency, and Third Party Policy & Think-Tank schedules that can all be scheduled as an email alert • Searchable Federal Register and the capability to alert to federal regulations • Searchable U.S. Code, U.S. Statutes at Large, and Code of Federal Regulations • Industry Data and business profiles of public and private companies • Fully searchable federal contracts database & fully alertable federal contract opportunities function • Fully searchable database of government documents including Annual Military Assistance Reports, Congressional Budget Justifications, Defense Budget Materials, Exhibit 300s, Exhibit 53s, GAO Bid Protests, GAO Reports, Information Technology Plans, Office of Inspector General Reports, Performance and Accountability Reports, President's Budget Requests, Procurement Forecasts, Strategic Plans, and Sustainability Reports • Global News Coverage including access to all written Senate, House, Joint, and Conference Committee Reports, Newswires, Government Exclusive Analysis, the Daily Labor Report (DLR), the DLR for Executives, Labor Relations Week, Occupational Safety & Health Daily and Reporter, and the Pension & Benefits Daily and Reporter.
