- Notice of Intent to Sole Source. The Marine Corps Systems Command (MARCORSYSCOM) Quantico, VA intends to award a sole source contract to Skydive Orange Inc., 11339 Bloomsbury Rd. Orange, VA 22960 for aircraft blade hour, parachute, and paraloft facility support services to facilitate training and testing of various personnel parachute and aerial delivery systems. This contract will include a requirement for facilities to be located within a 120-mile driving distance of Marine Corps Base (MCB), Quantico, VA. This requirement is necessary to increase the efficiency and safety of training, and to decrease associated travel costs incurred by involved Marine Corps units. This action falls under the authority of Federal Acquisition Regulation 13.501. The estimated contract value is $648,000. Marine Corps Systems Command (MCSC), PMM-113 Infantry Weapons Systems (IWS), PMM-131, Reconnaissance and Amphibious Raids (RAR) manages the procurement, delivery, operation and maintenance of all Military Free-Fall testing and training requirements. Due to the requirement of 120 mile driving distance from MCB, Skydive Orange Inc. is the only available vendor in the specified area capable of providing the required services. The applicable NAICS code is 611699, all other miscellaneous schools and instruction, with a size standard of $11M. This notice of intent is not a request for competitive proposals; no solicitation is forthcoming. The determination not to compete this contract action is solely within the discretion of the Government.
