Description
Synopsis: The Bureau of Reclamation intends to award a single source acquisition to GeoSlope International IAW FAR Part 12 and 13.106-1(b). Award will be under NAICS: 511210, Size Standard: 38.5 million. The proposed continued implementation of the GeoStudio 2007 - 2012 Operating Agreement for the period of 8 September 2015 through 7 September 2016. GeoStudio 2007 - 2012 contain six (6) different applications (Slope/W, Seep/W, Sigma/W, Quake/W, Ctran/W, and Vadose/W) that can be used in analysis and design of geotechnical, civil, hydrogeological, and mining engineering projects. The applications are defined as follows: SLOPE/W is the leading slope stability CAD software product for computing the factor of safety of earth and rock slopes. SLOPE/W is used to analyze both simple and complex problems for a variety of slip surface shapes, pore-water pressure conditions, soil properties, analysis methods and loading conditions. SEEP/W is a finite element CAD software product for analyzing groundwater seepage and excess pore-water pressure dissipation problems within porous materials such as soil and rock. SIGMA/W is a finite element CAD software product that can be used to perform stress and deformation analyses of earth structures and can be used to assist with simple linear elastic deformation analysis to highly sophisticated, nonlinear elastic-plastic effective stress analysis. QUAKE/W is a geotechnical finite element CAD software product used for the dynamic analysis of earth structures subjected to earthquake shaking, or point dynamic forces from a blast or a sudden impact load and determines the motion and excess pore-water pressures that arise due to shaking. CTRAN/W is a finite element CAD software product to model the movement of contaminants through porous materials such as soil and rock. CTRAN/W makes it possible to analyze problems varying from simple particle tracking in response to the movement of water, to complex processes involving diffusion, dispersion, adsorption, radioactive decay and density dependencies. VADOSE/W is a finite element CAD software product for analyzing flow from the environment, across the ground surface, through the unsaturated vadose zone and into the local groundwater regime. Assists with simple analysis of ground infiltration due to rainfall, to a sophisticated model considering snow melt and root transpiration as well as surface evaporation, runoff, ponding, and gas diffusion. The contractor will provide maintenance support on each licence for one year after award of purchase order. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), only one responsible source and no other supplies or services will satisfy agency requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 2 days after date of publication of this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
