- The Broadcasting Board of Governors (BBG), Office of Contracts (CON) located at 330 Independence Ave, SW Washington, D.C. 20237, intends to negotiate and award a sole source Purchase Order (PO) to Bendixen & Amandi, 3250 Mary Street # 403, Miami, FL 33133. The Contractor shall provide Survey Research Services and will conduct a national survey on media and opinion in a difficult research environment of Latin American market among a sample of 2,000 adults (15+), selected using probability methods at all stages of respondent selection. The Contractor has demonstrated experience in dealing with the difficulties conducting survey research in this market, which include lack of accurate population data to local levels, lack of reliable local research infrastructure, and respondent fears in answering sensitive questions in a polarized political atmosphere. The estimated price of the PO will be under the Simplified Acquisition Threshold. Based on this market research, the Contractor is the only source that fully meets the BBG requirement. The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. § 3304(f) which is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source... and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for. This Notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have been providing such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Seneca Belinfontie, Contract Specialist, by Wednesday, September 16, 2015 12:00 pm eastern daylight saving time via email at sbelinfo@voanews.com. ALL ATTACHMENTS MUST BE SENT IN "PDF FORMAT" AND INCLUDE THE SOLICITATION NUMBER IN THE SUBJECT LINE. PLEASE NOTE THAT THE TOTAL SIZE OF ALL ATTACHMENTS MUST NOT EXCEED 23MB. Telephone or faxed responses are NOT acceptable and will NOT be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Seneca Belinfontie, Contract Specialist via e-mail to sbelinfo@voanews.com and must include the solicitation number in the subject line. Any determination to compete or not to compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB, or RFQ.
