- STATEMENT OF WORK The U.S. Census Bureau, Simplified Acquisitions Branch, Acquisitions Division, intends to award a contract on a sole source basis to Achieva Partners, Inc. under the authority of FAR 6.302-5(c)(1)(iii)(B). The Census Bureau intends to acquire services from Achieva Partners, Inc. to assist in planning the transition to the new data dissemination platform; provide technical consultation on AS-IS requirements and TO-BE requirements, platform design and overall architecture, and, assist in conducting data user analysis. Acieva Partners, Inc. developed the procedures by which ACS data products are produced, including programming systems and testing procedures that have ensured that the ACS data products have been produced with very high quality. He has an extensive knowledge of the SAS programming language. No one has more knowledge of the ACS data products system, the software systems that produce the tables, development of the content of the tables with customers, than any other person. ACS estimates will be the first to be released on a new technical platform in 2016. Due to the complexity of current ACS tabulation system and short implementation deadline, it is critical for ACSO to have technical expertise in data products, dissemination and ACS survey contents. In order to meet mission-critical deadlines to release ACS estimates on schedule in 2016, the division requires assistance from an expert who can perform the work. Achieva Partners, Inc. has been identified as the only source that can provide the measure of expertise, independence, objectivity, and audience acceptance necessary to meet the program requirements on a continuous basis.
