- Signed SSJ SOW The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price purchase order to NATIONAL OPINION RESEARCH CENTER (NORC), 1155 E 60TH ST, CHICAGO, IL, 60637-2745, UNITED STATES. The contractor shall continue (1) the inclusion of three questions on HIV testing in the 2016 General Social Survey new cross section sample, which were first included in the 2006 General Social Survey (Appendix A), and 2) Conduct field testing on four new questions on stigma against PLWH (Appendix B) in preparation for the 2018 GSS data collection, The project shall be completed within nineteen months from date of award. Please see SOW and SSJ attached. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a request for competitive quotations; however, all quotations/responses received by September 20, 2015 at 8:00 a.m. Eastern Standard Time of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
