- Description
- The Department of Health and Human Services (HHS) intends to make a sole source award to Starry Associates, Inc for Management Accounting Credit Card System (MACCS) system support. Starry Associates developed MACCS© (Managing/Accounting Credit Card System©), a server-based, web-enabled application that electronically imports transaction information from the issuing bank. MACCS was created to address the need for tracking, approving, and reconciling credit card transactions. This acquisition is for the modification of the existing MACCS-1080 System to complete the automation of the payment and collection process for SF 1080 transactions that orginiate in the Program Support Center (PSC) Revenue Invoicing and Cost Estimation System (PRICES). The exisiting MACCS system was deployed several years ago and the new MACCS-1080 system has been in development for the past two years and has been in a pilot test phase since November 2014. This award will be made in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source. The period of performance will be a three (3) year ordering period. This notice of intent is not a request for competive orders. However, all responsible sources may submit a capability statement within five (5) business days after the publication of this synopsis which shall be considered by the agency. Responses received after five(5) business days or without the required information may not be considered. A determination by the Governmnet not to compete as a result of information received is solely within the discretion of the Government. The projected award date is September 2015.
