This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W81K04-15-T-0018 and is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-69 and Defense Federal Acquisition Regulation Supplement Publication Notice 20130808. The North American Industrial Classification System (NAICS) is 519130, Internet Publishing and Broadcasting and Web Search Portals. This procurement is competitive unrestricted. The Health Readiness Contracting Office (P) has a requirement for a contractor to provide a corporate license subscription, 500 seats. This web-based corporate license subscription for the AMEDD leadership provides access to easy-to-read, 8 page summaries to newly published business management, leadership development, finance, marketing, human resource and technology communications books. This informational resource is required to meet the AMEDD's senior leadership need to keep abreast of the latest ideas and trends in business and management required in leading a major health system. Statement of Work (SOW) Statement of Work Corporate License for Web-Based Book Summaries Subscription HQ, US Army Medical Command Libraries 1. General. The contractor shall provide a corporate license subscription, 500 seats, for users located at Exhibit A. Corporate license subscription shall provide Web-based access to Book Summaries for the key US Army Medical Department (AMEDD) leadership. 2. Background. This Web-based corporate license subscription for the AMEDD leadership provides access to easy-to-read, 8-page summaries to newly published business management, leadership development, finance, marketing, human resource and technology communications books. This informational resource is required to meet the AMEDD's senior leadership need to keep abreast of the latest ideas and trends in business and management required in leading a major health system. 3. Objectives. 3.1. The contractor shall provide the AMEDD multiple, simultaneous password access for 500 licensed seats to book summaries via the Internet/World Wide Web. 3.2. The contractor shall ensure an Internet browser, such as Microsoft's Internet Explorer or Mozilla's Foxfire, enables the U.S. Army Medical Command authorized users to search and retrieve executive book summaries. 3.3. The contractor shall provide users accessing the monthly editions of book summaries, Speed Reviews, and previously published electronic book summaries with the following capabilities: 3.3.1. Retrieve and view summaries back to January 2000. 3.3.2. Retrieve and view summaries in an alphabetical segments listing or quote mark all titles quote mark. 3.3.3. Retrieve and view summaries by subject category. 3.3.4. Search summaries by keyword in the full-text summary, by title, author, or year. 3.3.5. Option to show/display description of book summary with graphics or by title only. 3.3.6. Option to show/display/download/print book summary in the following formats: Adobe Acrobat (PDF), Web Pages (HTML), Kindle, Microsoft eBook (LIT), Blackberry, Palm Doc (PDB), and Digital Audio (MP3), Video (MP4 format), and the SMAT format ~ an all-in-one format that allows the user to download one file and get the text and audio summary, author interview, and editor's video with one click. 3.3.7. Knowledge assessment questions and answers to review, reinforce, and measure learning of the material. 3.4. The contractor shall provide the Medical Command (MEDCOM) a technical contact point of contact for this contract. 3.5. The contractor shall provide monthly usage reports, to the Government Technical Point of Contact (GTPOC), compiling the number of user sessions and usage of full-text content. 3.6. Government. 3.6.1. The Government's 500 licensed seats will be accessible via password assigned to access the Internet/Web site and will be available 24 hours a day. 3.6.2. The Government will appoint a GTPOC to provide oversight the requirements of the contract. 3.6.3.Point of Contact for technical matters is the Command Librarian, Library Program Office, HQ, U.S. Army Medical Command, at 210-221-7965 or 210-466-2892. 4. Sexual Assault Prevention and Response Program (SHARP - OTSG/MEDCOM Policy 13-062). 4.1. The contractor shall comply with OTSG/MEDCOM Policy memo 13-062, Policy for Reporting Incidents of Sexual Assault and Sexual Harassment under the Sexual Assault Prevention and Response Program (SHARP), 12 Nov 2013. The SHARP reporting requirements apply only to knowledge obtained by contractor personnel while performing services under this contract. 4.1.1. The contractor shall require all Contract Service Providers (CSP) with knowledge of an incident of sexual assault occurring on a Government facility, to include a Government leased facility, where the contractor is providing services under this contract, to report the incident to the contractor who shall immediately (within 24 hours) report the incident in writing to the government's COR or GTPOC. All incidents shall be reported whether they involve contractor personnel or Government personnel, or other individuals. 4.1.2. The contractor shall require all CSPs with knowledge of an incident of sexual harassment occurring on a Government facility, to include a Government leased facility, where the contractor is providing services under this contract, to report the incident to the contractor who shall immediately (within 24 hours) report the incident in writing to the government's COR or GTPOC. All incidents shall be reported whether they involve contractor personnel or Government personnel, or other individuals. 4.1.3. The contractor shall ensure all service providers receive Sexual Harassment/Assault Response and Prevention (SHARP) training not later than 60 calendar days after contractor personnel begins performance under this contract. Training can be obtained either online or in person. Contractor personnel can attend SHARP training provided by MEDCOM on an every other month basis by contacting (210) 221-8361 for class date/time and availability. If the employee has an AKO account they can access online the Texas Bound Self Study course through Army Learning Management System (ALMS) at http://www.atsc.army.mil/tadlp/delivery/alms.asp. 5. (3) If paragraph (k)(1) or (k)(2) of this clause applies- (i) If the offeror does not certify to the conditions in paragraph (k)(1) or (k)(2) and the Contracting Officer did not attach a Service Contract Labor Standards wage determination to the solicitation, the offeror shall notify the Contracting Officer as soon as possible; and (ii) The Contracting Officer may not make an award to the offeror if the offeror fails to execute the certification in paragraph (k)(1) or (k)(2) of this clause or to contact the Contracting Officer as required in paragraph (k)(3)(i) of this clause.
