- NSWCDD BAA N00178-15-Q-2009 This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Surface Warfare Center, Dahlgren Division intends to acquire the following under the first order of BAA N00178-15-Q-2009. This is an announcement for a basic BAA that contains overarching information but does not request white papers or full proposals. Although NSWCDD will continue to use more traditional BAA processes, this document is intended to establish a framework for identifying technical areas of interest to the Science and Technology community and for providing BAA terms and other information. Topic Calls under NSWCDD Broad Agency Announcement (BAA) N00178-15-Q-2009 will be issued as required. No white papers will be accepted under the basic BAA. Step 1, amendments to this BAA will be issued as Topic Calls requesting white papers for specific topics issued on behalf of NSWCDD Technical Departments. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. This notice amends the basic BAA and does not constitute Topic Call.
