Description
The United States Special Operations Command, Special Operations Forces Acquisition, Technology, and Logistics (SOF AT&L), Program Executive Office - Maritime, Undersea Systems Program Management Office has a requirement for the design, development, construction, test, production, and sustainment of the Dry Combat Submersible (DCS) system. The program phases include Engineering and Manufacturing Development, Production and Deployment, and Operations and Support. The DCS program will result in the fielding of a safe, affordable, dry environment, diver lock-in/lock-out, undersea mobility capability by designing and procuring commercially classed submersibles for use in special operations environments. This procurement will be accomplished using full and open competition with the intent of making a single award for one DCS system and its related support equipment, along with two additional optional DCS systems and their related support equipment. It is the Government's intent to release a Request for Proposal (RFP), H92222-15-R-0039, through posting on the Federal Business Opportunities (FBO) website in the weeks following this announcement. The North American Industry Classification System (NAICS) code for this procurement is 336611, with a small business size standard of 1,000 employees. A small business subcontracting plan is required for all offerors that do not meet the small business size standards under this NAICS. To be eligible for award, contractors must be properly registered in the Government's System for Award Management. This synopsis shall not be construed as a RFP or as an obligation on the part of the Government. No entitlement to payment will arise as a result of the submission of contractor information. There is no other program specific information available at this time, to include total dollars available and formal RFP timeline. USSOCOM will continue to post information in accordance with the Federal Acquisition Regulation to FBO after finalization of the acquisition documents.
