- The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center holds confidential fisheries data for US longline fisheries. There is a database migration and processing for US purse seine data from the SWFSC to PIFSC. The proposed contractor (Secretariat of the Pacific Community (SPC)) collects data for USA purse seine vessels under the South Pacific Tuna Treaty. This collection is independent of the USA government collection of data for USA purse seine vessels. The SPC holds US purse seine data from 1988 to 2015. This is a Special Notice of intent to procure services from SPC to conduct a reconciliation of US fisheries data between PIFSC and SPC. Objectives: The goal of the contract is reconcile USA fisheries databases. The objectives are to improve USA data holdings and methodologies in estimating fisheries landings and species composition. The agency expects the contractor to evaluate their databases in comparison with US databases and share estimation procedures with regard to species composition. Tasks : Task 1. Data exchange between the contractor and NOAA PIFSC in order to reconcile databases. Databases may include USA longline logbook and observer data, purse seine logbook and port sampling data. Contractor to maintain data confidentiality and agrees not to distribute submitted data to a third party. Task 2. Reconcile USA fisheries data held by the USA and SPC with a priority on USA purse seine data. Provide a written report detailing the reconciliation and provide that document to PIFSC. The report could contain a comparison of fishery catch and effort between databases and/or utilizing different methods (e.g. observer grab sampling, spill sampling, port sampling) to estimate species composition in the purse seine fishery. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items. The NAICS code for this procurement is 541990 with a corresponding size standard of $15.0 million. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than September 21, 2015 at 2:00 p.m. HAST. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only the Secretariat of the Pacific Community can perform this requirement. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
