Description
SOLE SOURCE JUSTIFICATION Guayule Ploidy Analyzer and Robotics System Specifications This is a notice of intent to sole source a commercial item (FAR Authority: 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements), The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees or less. The USDA, Agriculture Research Service (ARS)., Pacific West Area (PWA) Arid Land Agriculture Research (ALARC) laboratory located at 21881 North Cardon Lane, Maricopa, AZ 85138-3004 intends to sole source a High Resolution CyFlow Ploidy Analyzer Model# CY-S-3039_V1_S and CyFlow Robby 6 Autoloading Station from Sysmex America, Inc. that are the only high-resolution compact flow cytometer and robotics systems capable of precisely analyzing the ploidy level variation within and among wild populations, cultivars, and germplasm lines of Guayule. Unique features of the SYSMEX CyFlow Ploidy Analyser include, but are not limited to, detection within +/- 1 chromosome accuracy and a true volumetric particle counting function; a 1-parameter DNA-histogram display for genome size and ploidy determination; a 2- parameter dot-plot display to gate and separate intact and fragmented nuclei; an automatic 2-peak finding algorithm; and a manual user-defined peak-finding function which is crucial to the analysis of polyploid species like Guayule. Other necessary features are the contamination-free precision syringe pump that accommodates a sample volume up to 1000?l with adjustable sample speed between 0.2 and 20 ?l/s; a linear and logarithmic data display; doublet discrimination; multiple tube reporting; and PDF, data export to Excel and Power Point formatting options. The compatible CyFlow Robby 6 automated robotics system is crucial to high-throughput research because it can load 120 test tube samples and 96-well plates. Additionally, the SYSMEX CyFlow Ploidy Analyzer, Model# CY-S- 3039_V1_S, is required to maintain continuity of research data because it most closely performs ploidy analysis like the Partec Ploidy Analyzer, PA-1, which had been utilized for Guayule ploidy research at this USDA Research Center since 2007. The specifications of the instruments being purchased are available in the attachment posted in this FBO notice. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation must include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional synopsis will be published. Any such solicitation will be issued to the intended GSA schedule vendor and all firms that respond to this synopsis. If no affirmative written response is received by 1530 PST, September 18, 2015, an award will be pursued with the company mentioned above. All businesses wishing to conduct business with the US. Federal Government are required to obtain a DUNS number and register in SAM (System for Award Management). The SAM is a Web-enabled government wide application that collects, validates, stores and disseminates business information about the federal government's trading partners in support of the contract award, grants and the electronic payment processes.
