- Acquisition Overview DCAA Pre-award Process Draft Performance Work Statement Draft Solicitation Section L&M SYNOPSIS: This is Draft Solicitation Number W9124J-16-R-AMRG which replaces Solicitation Number W9124J-15-R-0001 for the U.S. Army Advertising and Marketing Program. The Mission and Installation Contracting Command Center - Fort Sam Houston, Texas, is posting a draft solicitation for the Army Advertising and Marketing services. This requirement is to provide the Army with the capabilities for a nationwide marketing and communication program for personnel recruitment and retention programs throughout the Army. The Agency is required to develop and execute a successful national and local marketing communications efforts in support of the development of a vibrant marketing and advertising strategy and subsequent marketing plans required to transform the mindset of the target audience. The Agency will provide a full range of services to include the development of the Army's marketing strategy, the execution of the tactical advertising strategy through the production of a wide range of advertising solutions; complete advertising planning and tactical services, to include development and production of creative, planning and purchasing of media, strategic planning/research, local marketing, event marketing, interactive marketing, promotions marketing, public relations, multi-cultural advertising, as well as online and social media. The Agency also provides a comprehensive and intimate knowledge of the advertising and marketing industry which is not available internally within the Government. The strategies and marketing plans encompass the needs of the Active Army, Army Reserve, and Army Civilian workforce for officer, enlisted, and civilian requirements. To ensure the formal solicitation is executed in the most effective manner possible, we are posting a draft solicitation for review and comment. This draft solicitation shall NOT be considered a formal request for proposal, quotation, or an invitation for bid, nor does responding to this draft solicitation guarantee or exclude your participation in the forthcoming acquisition process. All information and documents posted under this draft solicitation are preliminary in nature and may be updated or amended prior to the release of the formal solicitation. The Government will NOT award a contract solely on the basis of this draft solicitation, nor will it be liable for any costs associated with preparing and submitting a response to this notice. All submissions will become Government property and will not be returned. This announcement includes a DRAFT Performance Work Statement (PWS), the Evaluation Criteria (Sections L and M), and Defense Contract Audit Agency (DCAA) pre-award process. The Sample Task Concepts requirement along with many of the attachments identified in Section L will be provided with the formal solicitation. The intent of this draft solicitation is to provide an opportunity for industry to provide feedback into the upcoming solicitation. Your questions and input will be used to further refine, improve, or clarify the solicitation. Qualified Businesses under the North American Industry Classification System (NAICS) Code 541810, Advertising Agencies should respond to this announcement. The associated small business size standard is $15.0 Million as measured by total revenues, but excluding funds received in trust for an unaffiliated third party, such as bookings or sales subject to commissions. The commissions received are included as revenue. It is the responsibility of potential offerors to monitor www.fbo.gov for any information, to include future information, pertaining to this requirement. ADDITIONAL INFORMATION: The Federal Acquisition Regulation (FAR) 16.301-3(a)(3) states that a cost-reimbursement type of contract may be used only when the contractor's accounting system is adequate for determining costs applicable to the contract. As such, prior to award a Pre-award Survey of Prospective Contractors' Accounting System will be completed by Defense Contract Audit Agency (DCAA). Due to this audit requirement and to ensure readiness for DCAA, all prospective offeror should have a complete understanding of the evaluation checklist to perform an Accounting System Audit in Standard Form 1408. Offerors are also encouraged to visit the DCAA website at http://www.dcaa.mil/ and read the document found under the "Guidance" tab titled, "Audit Process Review - Information for Contractors". Your agency must be registered in the System for Award Management (SAM) website in order to do business with the Federal Government. If you are interested in registering your agency, you must first create a user account at www.sam.gov. If your agency already has an account, ensure the account is still active/approved, the information is correct, and the appropriate NAICS Code (541810) is identified in the SAM website. BACKGROUND: Refer to the attached Performance Work Statement (PWS). SUBMITTAL INFORMATION: The Government will not review any capability statements, please ensure submissions are tailored to this announcement and the information requested below. Comments regarding the draft solicitation are welcomed and should be specific. Candid feedback is requested in order to obtain the best ideas, greater efficiency, incorporated industry initiatives, and best practices. There is no page limit to your responses, however, vendors are encouraged to provide concise responses or comments. Vendor responses to this announcement shall be submitted in PDF or in a Microsoft Word Format. The following questions are provided: 1. Cover Page. Based on your clients with a performance incentive arrangement, what level of profitability is targeted to be included in the base compensation arrangement, i.e., before any incentive earnings? 5. Based on your clients with a performance incentive arrangement, what is the target or average incentive earn out as a percent of the base compensation arrangement? 6. Based on your clients with a performance incentive arrangement, what is the maximum incentive earn out as a percent of the base compensation arrangement? 7. After reviewing the draft solicitation, what input and/or recommendations have you identified that can contribute to the effectiveness of this solicitation (e.g., points for clarification, realistic timelines, vendor responsiveness requirements; efficient contract cost structure, etcetera); We would appreciate all responses, questions or comments to this draft solicitation at your earliest convenience but not later than 25 September 2015 at 5:00 P.M., Central Standard Time.
