- Survey Research Studies and Public Outreach-Water Resource Related Projects SURVEY RESEARCH & PUBLIC OUTREACH W912P6-15-R-0009 Description(s): This is a combined Synopsis/Solicitation Notice for commercial items issued pursuant to FAR Subpart 12. Under this notice, The U. S. Army Corps of Engineers, Chicago District (USACE) is issuing a Request for Proposal for services to support a range of activities related to survey research, including sampling, traditional and electronic survey instrument development, conducting survey research studies, study analysis reporting and data management, and public outreach campaign management in support of water resource-related projects and activities. The objectives of the resulting contract are: (1) To conduct a series of survey research studies in order to provide primary source data on water resource related projects and activities at selected locations, primarily in the Greater Chicagoland and Northwest Indiana area and secondarily within the boundaries of the Great Lakes and Ohio River Division: a. comparison of flood, storm and erosion damage to control conditions; b. environmental impacts of flood and coastal storm damage; c. post-flood and post-storm damage assessment surveys; d. water-related recreation; e. current and potential future demand for, and willingness to pay for specified facilities and services. The work involves survey instrument design and development, survey planning, conducting and administering surveys, analysis of quantitative and qualitative survey data, and production of reports communicating the survey analysis. (2) To design, populate and maintain a database with appropriate schema to aggregate population/sample data, survey responses, and relevant metadata from different survey modes (phone, mail, in-person interviews, internet/web/mobile web/sms/smartphone application) and allow for data interoperability among popular statistical analysis, document processing, spreadsheet, website, and geographic/geospatial information system (GIS) software packages. (3) To develop and implement an effective public relations plan that includes community outreach and social media recruiting to foster the effective collection of data. Identification of geographic locations and demographics of interest for solicitation of survey responses, as well as optimal modes of survey delivery, shall be included in the public relations plan. This plan would include identification of target markets (individuals and communities) based on past survey responses, storm event activity, and local interest, and develop public awareness and outreach campaigns to collect additional survey data in these markets. The activities pertaining to this objective, as identified in task orders, may involve travel to locations determined by the COR. The applicable Size Standard is North American Industry Classification System (NAICS) Code 541910, with a Small Business size standard of $15,000,000.00 ($15M).
