- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E156, Rockville, MD 20852. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunology Branch (ETIB) intends to procure on a sole-source basis with Waters Corporation, 34 Maple St., Milford MA 01757 a Refurbished Waters Acquity UPLC H-Class and PDA System, Waters Xevo TQ MS System, and Waters MassLynx MS workstation software with PC and Monitor. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard of 500 employees. This will be awarded as a firm fixed price type contract. It has been determined that there is no opportunity to acquire green products or services under this procurement. Delivery will be within 90 Days after receipt of award. The ETIB researches T cell homeostasis and regeneration focusing on development, trafficking and interactions of T cells using methods of proteomics, analysis of cell signaling proteins, quantitation of metabolites after chemotherapy, and discovery of biomarkers in GVH reactions. The ETIB requires the Xevo Tq MS system in order to meet needs of increased sensitivity and high throughput analysis compatible with ongoing projects and in support of new projects. The requirement includes upgrade to the current Waters Alliance 2695 HPLC quaternary system with PDA to a Waters Acquity UPLC H-Class quaternary system with PDA and Masslynx 4.1 software which will control the Waters Acquity UPLC system, as well as the Waters Xevo TQ MS system. In addition, the requirement includes upgrades to the current Waters Micromass LC Quattro MS/MS system to the Waters Xevo TQ MS system. The Waters System is unquily qualified to meet the Governments need in that it provides: • The purchase of the Waters UPLC-MS/MS is a direct upgrade to the current Waters LC-MS/MS system. The ETIB currently has equipment maintenance and software support to for the current LC-MS/MS and the contractor will transfer this service to the new equipment, and in addition will install and support the UPLC-MS/MS system upgrade. • The current LC-MS/MS high voltage power requirement (208 V x 2 lines) is the same for the UPLC-MS/MS upgrade, as it is with the current LC-MS/MS system. Only the MS electrical receptacles need modification for electrical compatibility. • The nitrogen and argon gas requirements are the same for the UPLC-MS/MS upgrade, as it is with the current LC-MS/MS system. • The research data collected over the past two years and analyzed using the current LC-MS/MS system can also be accessed for reprocessing on the UPLC-MS/MS upgrade Masslynx workstation software. • The methods developed for LC-PDA control, MS acquisition and data processing on the current LC-MS/MS system can be accessed and used by the UPLC-MS/MS system. • The current bench space used for the LC-MS/MS system will be utilized by the UPLC-MS/MS system upgrade (i.e. no additional bench space is required). This notice is not a request for competitive quotation. However, if any interested party especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The responses and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST on September 18, 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through the System for Awards Management (sam.gov).
