THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Market Research is being conducted to determine small business, small disadvantaged business, 8(a), Service Disabled Veteran Owned Small Business(SDVOSB), Woman Owned Small Business and HUBZone interest in the following construction project. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small businesses. TELEPHONIC SUBMISSIONS AND QUESTIONS WILL NOT BE ENTERTAINED AS THIS IS A SOURCES SOUGHT NOTICE ONLY. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work will provide services for HVAC controls and equipment upgrades, build out of control center, establishment of a communications network and integration of DDC and industrial controls systems located at the Portsmouth Naval Shipyard on Seavey Island in Kittery, Maine. Scope of work includes: R-22 Equipment Replacement: The intent of this portion of the project is to reduce total energy consumption in 32 buildings at the Portsmouth Naval Shipyard (PNSY) by replacing inefficient R-22 refrigerant equipment with modern equipment containing R-410a refrigerant with a lower ozone depletion potential, in accordance with the Clean Air Act. Buildings within the scope of this project without existing Direct Digital Control (DDC) systems will have new systems installed to monitor and control HVAC equipment. Those buildings with existing controls will be upgraded for integration with the new controls system. The buildings will be integrated into an Industrial Control System (ICS) for remote monitoring and control at the Regional Operations Center (ROC) located in B374 and mini-ROC in B043. The estimated magnitude of work for this project is between $5,000,000 and $10,000,000. The Procurement Method is Sealed Bidding, FAR Part 14. The North American Industry Classification System (NAICS) Code for this procurement is 238210 and the annual size standard is $15,000,000. Offerors can view and/or download the solicitation, and any attachments, at https://www.neco.navy.mil/ when it becomes available. All capable Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining whether a directed Small Business Set-aside is an acceptable strategy for this procurement. The proposed contract listed here is being considered for 100 percent set-aside for Small Business. Interested Small Business concerns should, as early as possible but not later than 19 September 2015, indicate interest in the acquisition by providing to the contracting office a capability statement to the following: Name and address of company; Point of contact with phone number and email address; Business size and socio-economic program (HUBZone, 8(a), SDVOSB, WOSB, etc); Ability to meet all technical requirements outlined in this notice Past performance for two projects with similar scope of work and magnitude within the last five years (indicate firms role as prime or sub) Bonding Capacity DUNS number CAGE code Small Business classification for NAICS 238120 Bidders will be required to submit a bid bond with their bids. Notifications of interest must be submitted in writing via email; phone calls will not be accepted. Notifications that do not address all the required information will not be considered.
