- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is The MathWorks Inc., 3 Apple Hill Drive, Natick, MA 01760-2098, Cage Code 0C524. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-15-T-0463. This acquisition is issued as an request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-83. (iv) The associated NAICS code is 511210. The small business size standard is $38.5M. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: The Contractor shall provide software licenses and toolboxes, to include Quantity of one (1) Matlab individual license (MLALL), Quantity of one (1) Curve Fitting Toolbox (CFALL), Quantity of one (1) Parallel Computing Toolbox (DMALL), Quantity of one (1) DSP System Toolbox (DSALL), Quantity of one (1) Global Optimization Toolbox (GDALL), Quantity of one (1) Image Acquisition Toolbox (IAALL), Quantity of one (1) Image Processing Toolbox (IPALL), Quantity of one (1) Report Generator (MRALL), Quantity of one (1) Optimization Toolbox (OPALL), Quantity of one (1) Partial Differential Equation Toolbox (PDALL), Quantity of one (1) Signal Processing Toolbox (SGALL), Quantity of one (1) Symbolic Math Toolbox (SMALL), Quantity of one (1) Statistics and Machine Learning Toolbox (STALL), Quantity of one (1) Computer Vision System Toolbox (VPALL), and Quantity of one (1) First Year Software Maintenance. No physical delivery is required, as required licenses and software shall be downloaded. CLIN 0002 OPTION: The Contractor shall provide software licenses and toolboxes, to include Quantity of three (3) Matlab individual licenses (MLDWL), Quantity of three (3) Curve Fitting Toolbox (CFDWL), Quantity of one (1) Parallel Computing Toolbox (DMDWL), Quantity of two (2) DSP System Toolbox (DSDWL), Quantity of two (2) Image Acquisition Toolbox (IADWL), Quantity of three (3) Image Processing Toolbox (IPDWL), Quantity of three (3) Optimization Toolbox (OPDWL), Quantity of three (3) Partial Differential Equation Toolbox (PDDWL), Quantity of three (3) Signal Processing Toolbox (SGDWL), Quantity of three (3) Statistics and Machine Learning Toolbox (STDWL), Quantity of two (2) Computer Vision System Toolbox (VPDWL), and Quantity of one (1) First Year Software Maintenance. No physical delivery is required, as required licenses and software shall be downloaded. (vi) Description of requirements: See section 8(v) for requirement descriptions (vii) Delivery is required by 30 September 2015. Delivery shall be made to Aberdeen Proving Ground (APG), MD. Acceptance shall be performed at Aberdeen Proving Ground (APG), MD by an authorized Government Representative. The FOB point is N/A. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Not Applicable - Intent to Sole Source to The MathWorks, Inc.; No evaluation criteria is required. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer.
