Description
Air Force Installation Contracting Agency (AFICA)/ 772d Enterprise Sourcing Squadron (772 ESS), Air Force Civil Engineering Center (AFCEC), and its customer Defense Logistics Agency (DLA) intends to establish an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Task Order (MATOC) for Architect-Engineer (A/E) services to support the DLA worldwide fuels infrastructure mission. The AE POL MATOC will be issued using full and open competition, including a Small Business Reserve. Approximately 15 contracts are anticipated to be awarded, including a Small Business Reserve of five firms, under this MATOC. The pool of of contractors that successfully receive an award will share the total contract capacity of $49M, with a maximum task order limit of $5M. Task orders are anticipated to range from $20K to $4M. Each contract will reflect a base period of five years. The primary North American Industry Classification System (NAICS) Code for this procurement is 541330, Engineering Services, with a small business size standard of $15M. The AE POL MATOC will provide for traditional Title I, Title II, and associated POL A/E services worldwide. The resultant MATOC will provide Architect-Engineering (AE) design services, to include inspection, assessment, or Title II services for DoD POL facilities, such as preparation of contract plans, specifications, scheduling, estimating construction periods of performance, cost estimates, building commissioning services, preparation of operating and design manuals. It consists of conducting field surveys and investigations to obtain design data, as well as those efforts required to support and develop design work, including planning and programming, program management, project scoping, studies, investigations, evaluations, consultations, conceptual design, and topographic survey services. Examples include: A/E services for planning ("valve to valve" or "fence to fence"), construction cost estimating, pipeline safety studies, fuel system analysis, tank inspections subject to American Petroleum Institute (API) 653, tank inspections subject to Steel Tank Institute (STI) SP001, API APT 510/570 inspections, optimization of fuel systems. Capability requirements also include providing technical oversight or design for new, additions to, or upgrades of POL facilities including, above ground storage tanks, hydrant fuel distribution systems including pumps, valves, hydrant and filter separators, bulk storage systems, transfer pump houses, and controls, buildings including pump houses, petroleum operations buildings, fuel truck maintenance buildings, or generator buildings. Capability requirements also include infrastructure design for POL facility-related site utilities, site planning, aircraft parking aprons, containment areas, (pavement and drainage basin design), fuel pits, fill stands, and road and bridges, and for POL facility-related special designs including cathodic protection, fire protection, NATO cut-and-cover tanks, underground storage tank removal/replacement, special coatings and paints, asbestos/lead paint removal, and demolition of existing POL buildings. Capability requirements also include programming, studies, investigations, and other services not associated with a specific POL construction project. AE POL Title II services encompass a full range of disciplinary expertise and services to support various POL Fuel Systems repairs. The most highly qualified contractors will be able to provide Title II support for the following engineering disciplines: environmental, civil engineering, mechanical engineering, structural engineering, electrical engineering, and fire protection specialist. The most highly qualified contractors will also be able to provide a full range of other A/E services associated with conventional design for construction, maintenance, and repair of POL facilities worldwide. These efforts include advanced planning, programming, studies, investigations, documentation, and other services not associated with a specific construction project "DoD POL facilities" includes Petroleum, Oil, and Lubricants (POL or ‘fuels') facilities that are located on a United States Department of Defense installation (Army, Navy, Air Force, Marines, Army or Air Force National Guard, or Reserve bases). It does not include facilities on a Coast Guard base, NASA location, or any other federal, commercial, or private facility. DoD POL facilities include above ground storage tanks, underground storage tanks, cut-and-cover tanks, hydrant fuel distribution systems including piping, pumps, valves, hydrant and filter separators, bulk storage systems, transfer pump houses, and controls, stilling wells, buildings containing pump houses, petroleum operations buildings, fuel truck maintenance buildings, or generator buildings. A DoD POL facility also includes related site utilities, aircraft parking aprons, containment areas (pavement and drainage basin), fuel pits, and fill stands. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of a contract.
