Description
COMBINED SYNOPSIS/SOLICITATION N62306-15-T-B024 Uninterruptable Power Source 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation number N62306-15-T-B024 is issued as a request for proposal (RFP). The solicitation documents and incorporated provisions and clauses are those in effect through FAC 2005-84 and DFARS Publication Notice 20150826. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing and the Small Business Size Standard is 500 employees. 3. The Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, MS, intends to issue a sole source, Contract to Pacific Power Source, Inc., Irvine, CA 92614, pursuant to FAR 6.302-1. The requirement is for the purchase of Model 3060-UMS; Off the Shelf, Three phase delta-wye Uninterruptable AC-DC-AC Power Source Systems with Battery Backup Support for shipboard installation, Depot Spares Kit, and Ship Spares Kits in accordance with the attached Statement of Requirements. The requirement will have a base year and four (4) one-year option periods as follows: CLIN Nomenclature Quantity Unit of Issue Period 0001 UMS - 3060 2 Each Base Year 0002 Depot Spares Kit 1 Each Base Year 0003 Ship Spares Kit 2 Each Base Year 1001 UMS - 3060 1 Each Option Year 1 1002 Ship Spares Kit 1 Each Option Year 1 2001 UMS - 3060 2 Each Option Year 2 2002 Ship Spares Kit 2 Each Option Year 2 3001 UMS - 3060 1 Each Option Year 3 3002 Ship Spares Kit 1 Each Option Year 3 4001 UMS - 3060 1 Each Option Year 4 4002 Ship Spares Kit 1 Each Option Year 4 4. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial apply to this acquisition. 5. The provisions at FAR 52.212-2, Evaluation-Commercial Items apply to this acquisition. Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: • Technical Capability of the products offered to meet the Government's need • Price fairness and reasonableness When combined, technical capability is equal to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Small Business Subcontracting Plan - Offerors shall submit a Small Business Subcontracting Plan in accordance with FAR 19.7, FAR 52.219-9, DFARS 219.7, and DFARS 252.219-7003 if applicable. The following recommended subcontracting goals are based on minimum statutory goals and provide assistance in development of small business subcontracting plan target goals: Small Business - 36.0% HUBZone Small Business - 3.0% Service-Disabled Veteran-Owned Small Business - 3.0% Small Disadvantaged Business - 5.0% Women-Owned Small Business - 5.0% 7. The clause FAR 52.217-9 Option to Extend the Term of the Contract applies to this acquisition: Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor 30 days prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 Years. (End of Clause) 13.
