Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Design/Build Contractor to provide code-required improvements to the Fire Pump House, Structure 0958, at the Sacramento Job Corps Center located in Sacramento, California. The design services shall include field investigation and assessment of the existing firehouse to bring the fire pump system up to current Federal, State and local codes. The design for the Fire Pump House upgrades shall be designated by Fire Protection Engineer registered in the State of California. Design and construction services shall include but are not limited to the following: a) The supply and discharge valves are not self-indicating or monitored. b) A city water bypass is required. c) Sprinklers are required in the pump room. d) Bracing of the test loop is required. e) A pressure relief valve is required to limit the maximum pressure provided to the fire main. f) An external horn and strobe and a fire department connection is also required. The estimated price range for construction is between $25,000 to $100,000. Interested Design/Build Contractors are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the required services. Your statement of qualification must also include the following information: 1. Design/Build projects completed by your firm within the last five years that are similar scope and value to the work required under this project. Provide one or more projects encompassing the installation of a new fire pump house system or improvements to an existing fire pump house system with a $25,000 to $100,000 constructed value. 2. Include two or more projects completed within the last five years located in the region stated in this notice indicating familiarity with local conditions and subcontracting community. Provide the project location for each project example, the project owner, a brief and concise description of the project scope of work, specialty design consultants employed. In addition, a comparison of the construction budget versus construction award value and the final contract amount for each project example shall be included with your submission. 3. The Design/Build Contractor shall have an established Safety and Quality Control procedures and protocols, which are consistently applied to all projects as demonstrated by the Experience Modification Rate (EMR). The Contractor shall have an EMR of 1.0 or less. Include with your submission your EMR for 2014, 2013, and 2012. Your statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance. 1. Previous projects of similar scope and value 2. Project Location 3. Safety Firms responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. RESPONSES ARE DUE ON September 29, 2015, BY 2:00 PM EDT, AND MUST BE SUBMITTED ELECTRONICALLY VIA E-MAIL TO: garnett.eileen@dol.gov Eileen Garnett, Contract Specialist. Acknowledgment of receipt of responses will not be made, nor will respondents be notified of on the results of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database.
