Description

Space and Naval Warfare Systems Command, San Diego, on 19 August 2015, awarded a Firm Fixed Price contract to Vector Planning & Services, Inc. (VPSI). Authority for other than full and open competition is 10 U.S.C 2304(c)(2) and FAR 6.302-2, Unusual and Compelling Urgency. The number of sources was limited to the only contractor (VPSI) that could meet the requirement given the scheduled need. This requirement is for contractor support services for the SPAWARSYSCOM Contracts Directorate to provide technical services for enterprise systems engineering, integration, systems testing, and production support services required to sustain the Acquisition and Contracts E-Commerce (ACE-C) architecture and hosted systems. Procurement of this service from another source would require sourcing, certification, and transitioning well beyond the length of the effort.
