- Description
- The Naval Air Systems Command (NAVAIR) intends to issue a delivery order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an other than full and open competitive basis to expand the Non-recurring Engineering (NRE) integrating an Iridium Antenna onto MV-22 Ospreys including delivery of kits and parts to support installations. This acquisition is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Bell-Boeing is the sole designer, developer, and manufacturer of the V-22 aircraft; and has already completed integration, and installation of Iridium Antennas onto CV-22 Ospreys. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule. Bell-Boeing is the sole source managing database requirements for the V-22. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
