SOURCES SOUGHT F-35CV Repair Stand Insert SOURCES SOUGHT SYNOPSIS: Solicitation Number: Notice Type: FA8224-15-R-F35CV Sources Sought The final date to submit questions and comments for this Sources Sought is 28 September 2015. Please submit all information to the following: AFSC OL:H/PZIMA, Attention: Jesse Ball jesse.ball.1@us.af.mil ; Phone: (801) 777-5539 Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The government intends to award a sole source contract to the incumbant, J&P Khamken. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 336413 which has a corresponding Size standard of 1,000 Employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The response should also include the following business information in addition to the capability statements: 1) Sources Sought Number 2) DUNS Number 3) Company Name 4) Company Address 5) Company Points of Contact, Phone, FAX, and Email Address. POC's should include individual(s) who is(are) duly authorized in managing any/all technical issues and/or questions, and individual(s) who is(are) authorized in managing any/all contractual issues and/or questions. 6) Type of Company (i.e. small business, large business, educational institution, etc.) 2. Program Details: 2.1 The purpose of this effort is to design, construct, assemble, functionally demonstrate, and train the workforce on maintenance work stands to be used for modification and corrosion control for the F-35C Lightning II at Hill AFB. The initial concept is to have inserts built to integrate with the current F-35A/B maintenance work stands and to include an Aft stand behind the aircraft that allows access to the engine bay and to the vertical stabilizers. This will include a minimum of two sets of stand inserts and a total of up to ten sets along with up to fifteen Aft stands. 2.2 The objectives of this effort are to provide work stands that have design requirements to provide such things as specific lighting, specific electric and air hook-ups, static electricity grounding, adjustable/removable panels, work space below and around the aircraft, vertical adjustments for different aircraft configurations, etc. Some unique performance requirements to consider are: •· Seamless mating with the current stands in both design and function •· Designed to stay within the aircraft envelope •· Specific lighting, electric, and air hook-ups •· Static electricity grounding •· Adjustable/removable panels •· Clear work space below and around the aircraft •· Significant vertical adjustments for different aircraft configurations; includes self-angle-adjusting stairs •· Meets OSHA safety standards, NEC safety standards, and MIL-HDBK-808 Corrosion protection standard •· Same features/designs with which the workforce is acquainted •· Preservation of the standardization of the process and equipment across the F-35 maintenance community •· Very short design and build timeframe (less than 4 months to design, fabricate, assemble, and deliver) •· One year warranty for parts and engineering assessments of required modifications to correct deficiencies •· Unlimited Data License rights and drawings without proprietary markings so the Government may use the data at its discretion up to and including manufacture of the stands. A key feature of the stands is that they must mate seamlessly with the current stands in both design and function. Although the Government has a copy of the original designs, those designs won't work for the F-35C (CV) variant, and the original designs are proprietary (the Government DOES NOT own the data rights). A new design must be done while still maintaining the safety of the workforce (aircraft mechanics and maintenance personnel) and standardization of the process and equipment. It will not be acceptable to have multiple different features/designs with which the aircraft maintenance and equipment maintenance workforce must become acquainted; the safety of the workforce (aircraft mechanics and maintenance personnel) and standardization of the process and equipment must be preserved. The first aircraft is currently scheduled to arrive in early December 2015. We must have stands in place for that aircraft, and there is a significant design period prior to delivery. It will be necessary to obtain the data rights for the current works stands as well as a Non-Disclosure Agreement (NDA) with the F-35 Original Equipment Manufacturer (OEM), Lockheed Martin, in a very short time to ensure the stands are correctly designed to the aircraft and to ensure standardization with the F-35 fleet. We would expect stand deliveries no more than every 60 days, with a two year total Period of Performance. 2.3 Due to the short time requirements and the potential for significant duplication of costs to the govermnet through additional design requirements the Government intends to award this effort as a sole source award to the incumbent, J&P Khamken but seeks input and other potential sources.
