Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9127Q-15-T-0034 is issued as Request for Quotes in accordance with FAR Parts 12 & 13. The solicitation and incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-74 effective 1 Jul 2014. This solicitation is full and open without restrictions. The North American Industry Classification System Code (NAICS) 334220, Small Business Standard 750. All responsible sources may submit a quote, which if received timely, will be considered by the USPFO-MS Purchasing and Contracting Office. Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this combined synopsis/solicitation could result in the quote being ineligible for award. It is the Offeror's responsibility to ensure their quote meets all the requirements identified herein. It is the responsibility of the offerors to monitor this site for any modifications, updates and or changes. MS ARNG has a requirement for 43 Portable Radios. If the MACE is physically tampered with, encryption keys are automatically wiped from the module. 9600 Trunking Interoperability Radio must be capable of operating on both 9600 baud P25 Radio Systems and 3600 Smartnet / Smartzone Radio Systems Two knob configuration P25 Radio Authentication Capable of P25 Radio Authentication per the TIA-102.AACE-A Link Layer Authentication Standard P25 Radio Authentication prevents users from accessing the trunking system (listening to and placing calls) without a hard-encoded, unit-specific authentication key; this protects against cloned radios and provides identifying details on failed authentication attempts OTAP Radio must be capable of Trunked Over the Air Programming (POP25) compatible with Motorola Over-the-air-programming without adding additional infrastructure or software to Motorola system. Voice Annunciations can be recorded in.wav file format and programmed into the radio. Radio must have a Signal Strength Indicator Icon for P25 Trunking on radios equipped with a front display. The radios must be capable of transmitting GPS coordinates via P25 Trunking IV&D system for mapping at dispatch. Radio must have an integrated Bluetooth transceiver that will pair with an audio Bluetooth accessory in less than 2 sec, and voice-connect in less than 5 sec using Near-Field Out-of-Band pairing for secure operation. Radio must be equipped with tri-axis accelerometer for integrated Man Down solution and future applications. Man down must trigger emergency notification to all users within a talkgroup and send user ID and GPS location coordinates to dispatch. Include all applicable fees, including DELIVERY; Warranty information; and ESTIMATED DELIVERY TIME. Prices quotes must be Firm-Fixed Price to include shipping and handling charges based on F.O.B. Destination. All offerors must include Fed Tax ID #, CAGE Code, and DUNS Number. The offeror must provide within its offer the number of days required to make delivery after it receives a purchase order from the buyer. Award is based on price. All potential sources shall be registered in the SAMs Electronic Submission of Payment Requests and Receiving Reports DFAR 252.22-7003, apply to this requirement. In order for vendors to be paid, all vendors must now use an E-invoicing system called Wide Area Work Flow (WAWF).
