Description
J&A, brand specific The 105th Airlift Wing intends to issue a sole-source procurement action with Extron Electronics for the procurement of the following items: (1) Modular Fiber Optic Matrix Switcher from 28x28 to 32x32 (part# 60-1257-01), (16) Fiber Optic Scaling Receiver for HDMI, Audio, and RS-232 (part# 60-1187-21), (12) Fiber Optic Transmitter for HDMI, Audio, and RS-232 (part# 60-1174-11), and (2) 8x8 I/O Board - Multimode (part# 70-791-21). The switch needs to be able to go from one input of any of the output types DVI/HDMI/VGA/BNC and be converted to Multi-mode fiber optic to run over base infrastructure a variety of distances without having to install new infrastructure. The outputs would then be converted back to a usable format at each of the desired end locations to ensure maximum flexibility of video output. The end state would be fiber-to-HDMI/fiber-to-VGA or fiber-to-BNC conversions. The main requirement for this switcher and supporting peripheral devices is to ride an existing multi-mode 50 micron fiber optic infrastructure with maximum flexibility to video type and video connections and both input and output sides of the path. Purchase of the items will take place at the 105th Airlift Wing located in Newburgh NY. The authority cited is 10 U.S.C 2304(c) (1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy the Requirement. The reason for this determination is that this is a Proprietary System and the current item possesses a unique function or capability critical in the use of the item and not available from any other sources. This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond by Wednesday, Sept 16, 2015 no later than 12:00PM EST. Responses received will be evaluated; however, a determination by the Government not to complete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Funds are not currently available for this procurement FAR 52.232-18 Availability of Funds (APR 1984).
