- Attachment 02 - Bid Submission Form Attachment 01 - Description of Requirement This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Requisition Number W81EWF51267871 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following: The U.S. Army Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), Concrete and Materials Branch (CMB) frequently conducts research and testing of a variety of materials including studies of the durability of metallic materials. This research requires the purchase of a DC & AC potentiostat system to be used for corrosion investigations and to study the electrochemical interactions between materials and the environment. SPECIFCATIONS: The CMB requires a DC & AC potentiostat system for performing corrosion and electrochemical measurements on materials. Specifications for the equipment are: • Capability to perform open circuit corrosion potential testing, potentiostatic testing, potentiodynamic polarization testing, linear polarization resistance testing, cyclic potentiodynamic polarization testing, and electrochemical impedance spectroscopy. • Maximum current capacity of over 500 milliamps. • Compliance voltage of greater than 10 V. • Electrochemical impedance spectroscopy capability from 10 μHz to 1 MHz • Capability to perform 2, 3, and 4 electrode DC and AC electrochemical measurements. • Ability to be portable and connected to laptop computer for measurements outside of the laboratory in the field. • Software that includes automated measurement scripts with customizable inputs for DC and AC electrochemical measurements. • USB connectivity to a Windows 7 PC. • Dummy cell for instrument checks and calibration purposes. • Electrode cable length of at least 3 meters. • Instrument should provide capabilities of Gamry Reference 600 or equivalent. PROVISIONAL ITEMS: N/A DELIVERY: The sample carrier should be provided to the ERDC within 30 days of contract acceptance. There is a link titled Additional Documentation near the bottom of this posting by which potential vendors may access the following attachments: Attachment 01 (Description of Requirements) Attachment 02 (Bid Submission Form) The North American Industry Classification System Code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 500 employees. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing a DC & AC potentiostat system that at least meets the minimum specifications as defined in Attachment 01 2) Price The vendor must submit the following so the Government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality of the DC & AC potentiostat system and are in accordance with the Description of Requirement as defined in (Attachment 01) 2) Must include a completed Bid Submission Form (Attachment 02) and include specifications of quoted equipment.
