Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Omnisens S.A. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL intends to purchase one (1) Omnisens DITEST STA-R distributed strain sensor (DSS) with external monitor, protective carrying case, and user training. This is a replacement purchase necessary to continue an ongoing experiment. ERDC-CRREL requires an exact replacement in order to continue the experiment while maintaining integrity and consistency with data collected with the previous instrument. As such, no other DSS units can be considered for this requirement. The DSS system must meet the following requirements: (1) complete manual and automatic measurement modes, (2) integrated scheduler, (3) addressable file automatically collecting data in text format, (4) accessible files that can be accessed via networked unit and data transported to other analysis software, (5) 2 channels requiring 2 fiber loop configuration (SM optical fibers), and (6) E2000/APC connectors on rear panel and E2000 patchcord and FC/APC adaptors. The unit must be a stand-alone measuring unit, with 19" rack mountable (6Uhigh) and a built-in color display supplied with keyboard and mouse. Unit must have Graphical User Interface including configuration, measurement control, pre-configured library of sensing configuration, and visualization of recorded profiles. The unit must have viewer software to visualize/analyze data on the unit and on any computer in which the software is installed. Must meet the following performance standards in STAR Mode: (a) 30 km distance range optimization; (b) Optical Budget 10dB; (c) 0.2m to 10m Spatial Resolution; (d) 1 minute to 20 minute acquisition times Must meet the following performance standards in D-Light Mode: (a) 10 km distance range optimization (b) Optical Budget 10dB (c) 0.5m to 10m Spatial Resolution (d) 1 sec to 1 minute acquisition times This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide responses to this notice no later than 09:00 AM CT, 16 September 2015 to: Tom.F.Nowocin@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
