- The Mission and Installation Contract Command, Carlisle Barracks intends to award on a sole source basis a purchase order to The Horse Soldier, 219 Steinwehr Avenue, Gettysburg, Pennsylvania 17325, Cage Code 0RTH2 to provide a Henry rifle which has both U.S. Ordnance proof markings and provenance to an individual Civil War Soldier. The contract type will be Firm Fixed Price (FFP). The NAICS code is 712110 and the FSC code is 9915. This acquisition is under the authority of FAR Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This is not a request for competitive offers, and a solicitation will not be issued. Responsible sources may submit a quotation in writing, oral communications are not acceptable, and all responses must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. The Command will NOT be responsible for any costs incurred by interested parties in responding to this announcement. All respondents shall be registered in the System for Award Management (SAM), have a valid DUNS number, Cage Code, and Tax Identification Number. Interested persons may identify their interest and capability to respond to the requirement prior to 21 September 2015. This notice of intent is not a request for competitive quotes; however, all responses received may be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
