Description
Base Water Basin Map THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SPANGDAHLEM AB requires a one-time service detailed on the attached statement of work. This statement of work includes the general requirements to provide dump trucks, front-end loaders, manpower and excavators to cut, remove, and dispose vegetation and sediment buildup from the bottom and sidewalls of selected catch basins. The vegetation is mainly reed. Grass and other low growing vegetation has not to be removed. The objective is to recover lost water capacity due to vegetation growth in the area. The sediment sampling should be performed after contract award for one mixed sample at each of the 10 sited basins. The analysis may need specification for determination of waste stream characterization and disposal service requirements IAW State of RLP LAGA determination criteria and must be performed based on ALEX list sampling standards. In addition, it will incude the 13 lead PFT parameters for decision of PFT contaminated sediment/sludge disposal as Z2 waste item to be incinerated or washed and treated or for normal sediment disposal as Z0 waste item if the PFT contamination is not detected. The 13 lead PFT parameters are as followed: PFBA Perfluorbutansäure PFPA Perfluorpentansäure PFHxA Perfluorhexansäure PFHpA Perfluorheptansäure PFOA Perfluoroctansäure PFNA Perfluornonansäure PFDA Perfluordecansäure PFUdA Perfluorundecansäure PFDoA Perfluordodecansäure PFBS Perfluorbutansulfonsäure PFHxS Perfluorhexansulfonsäure PFOS Perfluoroctansulfonsäure PFDS Perfluordecansulfonsäure An average of 30 cm of sediments may be calculated to be removed from the basin surface. At some basins it could be 10 cm of sediments only, at others it could be 50+ cm of sediments to be excavated/removed. Because the sediments will have a high water concentration it is recommended to have the transportation be done in enclosed containers (Muldencontainer) or in a container where the water can drain out over a period of a couple of days. A dripping release during the transportation must be prevented by all means. A permit is not required for the removal as long as the vegetation and sediment removal is performed IAW German nature protection law and as long as approximately 1/3 rd of the cat tail species/vegetation is left in each basin. The maintenance is not to be redone prior 5 years in a basin which is included in the initial contract. Sp ecial care must be considered for the sediment removal at basins which have a HDPE plastic liner at the bottom. A line item in this solicitation is added in this amendment to have no more than 50 sqm of HDPE plastic repaired, should damage be found. The Contractor shall provide all personnel, supervision, equipment, tools, materials, and other items and/or services to accomplish this contract. The contractor has to request single permission from the County Administration Bitburg-Pruem lower nature authority for each basin to be cleaned. IAW German nature protection law, the removal of wetland vegetation at pondsand basins is only allowed during 25 Sep - 28 Feb. A special authorization for this work is not necessary. CLIN structure is as follows: CLIN 0001: Retention Basin Cleaning/Material Removal CLIN 0002: Repair of HDPE per sqm (NTE 50 sqm) 5352.215-9001 NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (MAY 1996) (a) A pre-bid/pre-proposal conference will be conducted at on 4 Sep 2015 at 0900 for the purpose of answering questions regarding this solicitation. (b) Submit the names of all attendees to Thomas Robinson, 452-9520, Bldg 128 Spangdahlem AB prior to 3 Sep 2015. This information must be provided in advance in order to ensure access to the military base/conference site and adequate seating for the conference attendees. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than 4 Sep 2015 at 0800. Information provided at this conference shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. (d) A record of the conference shall be made and furnished to all prospective bidders/offerors. The record should include minutes of the meeting, including questions (on a non-attribution basis) and answers. See attached statement of work for details.
